The following recommendations are made with respect to remaining referrals: A. Fire Protection District Matters I. Consider by Board of Supervisors following January 31, 1984 workshop and eliminate as Finance Committee referral: 1/27/81 Equipment and service needs of fire districts in conjunction with new development. 7/28/81 Fire study report by Ryland Research, Inc. 11/10/81 Level of fire protection service provided by City of Pinole. 8/10/82 Fire district fees which can be imposed as set forth in Ryland Research, Inc. report and Fire Facilities Master Plan. 8/23/83 Proposed reorganization of the Moraga Fire Protection District. II. Other Referrals Recommendation 12/15/81 Include independent fire Although self-insurance protection districts in county's would result in premium self-insurance program. savings, the lack of needed personnel information and the inability of the County to control risks due to the independence of the districts preclude inclusion in the county's program. Remove as Committee referral. D. Carry-over Items - Economic Development A number of referrals dealing with the County' s economic development program have been referred to this Committee. Included are the remaining proposals in the report of the Economic Development Task Force and the County AdmiAistrator's report with respect to the organization structure and the financing of the program. Also, review of the Housing and Community Development Block Grant Program to determine how its current activities could be integrated into the new Economic Development Program organizational structure was referred to this Committee. In connection therewith, input from the Housing and Community Development Advisory Committee is to be considered. The Board of Supervisors has scheduled a workshop on the proposed economic development program to be held on February 7, 1984 to obtain input from interested organizations and persons. Further action on these referrals will be held in abeyance pending completion of the workshop and further consideration of this matter. i V ► 40
