Dehaesus Contra Director of Planning `Costa DATE: December 15, 1983 County SUBJECT: Sandhill Water Project Administration of CDBG Allocation SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Staff recommends the Board of Supervisors adopt the following program guidelines to govern administration of CDBG funds allocated to the Sandhill Water Project. I. An application process shall be established to identify parties who are eligible to receive program funds. An application will only qualify for funding if all of the following criteria are satisfied. A) The application must be received by the Planning Department by a date to be determined by that department. B) The applicant owns and occupies a residence within the boundaries of the Sandhill Water Project. C) The reported gross income of the applicant's household is equal to or less than the thresholds taken from the current Lower Income Limits published for the U.S. Department of Housing and Urban Development Section 8 Housing Program. II. An administrative program shall be established to equitably disburse funds among eligible recipients. The program shall reimburse claims from applicants certified as eligible by the Planning Department. Reimbursement of claims shall be limited to out-of-pocket expenses for the following activities. A) Installation of water service connection between the Oakley Water District meter box and residential plumbing system. B) Disconnection of existing well water operation. C) Building permit fees for the two preceding activities. Nothing in the foregoing statement shall be construed as assigning responsibility to the County for the administration of construction activity on private property. III. After the application period has closed, the Planning Department shall review the program's budget needs and report back to the Board of Supervisors regarding the need for budgetary direction. The report shall address. A) Budgeting for eligible recipients to cover costs described above. B) Feasibility of funding Oakley Union School District ex enses.
