execute a contract with Medicus Emergency Room Medicine Services West,

Health Centers, for the period August 1, 2012 through July 31, 2013. (100%

C. 45 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Bay Psychiatric Associates, A Medical Corporation, in an
amount not to exceed $180,000, to provide Medi-Cal specialty mental health

C. 46 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Bay Area Doctors, Inc., in an amount not to exceed
$300,000, to provide Medi-Cal specialty mental health services, for the period

execute a contract with Arman Danielyan, M.D., Inc., in an amount not to exceed

execute a contract with Concord Community Economic Development

support to County’s Public Health Division’s Community Wellness and
Prevention Program, for the period July 1, 2012 through June 30, 2013. (28%

C. 51 APPROVE and AUTHORIZE the Health Services Director, or designee, to

execute a contract with API Healthcare Corporation, a corporation, in an amount
not to exceed $400,000 to provide consultation and technical assistance with

C. 52 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Ik Hyun Sung, M.D., in an amount not to exceed
$400,000, to provide anesthesiology services at Contra Costa Regional Medical
and Health Centers, for the period July 1, 2012 through June 30, 2013. (100%
Enterprise Fund I)
C. 53 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, on behalf of the Workforce Development Board, to execute a contract
with the Oakland Private Industry Council in an amount not to exceed $142,479,
to provide fiscal and administrative services to the WDB related to the East Bay
Works system cost-sharing agreement for the period July 1, 2012 through June
30, 2013. (100% Federal)
C. 54 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with Rotocraft Support, Inc., in an amount not to exceed $500,000 for
helicopter maintenance services for the period August 1, 2012 through July 31,
2013. (100% Agency user fees, Supplemental Law Enforcement Services Funds,
and P-6 Zone revenue; no impact on the County General Fund)
C. 55 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute a
blanket purchase order with Verint Systems Inc., on behalf of the Chief
Information Officer, in an amount not to exceed $120,000 for
telecommunications software licenses for Employment & Human Services
department offices located at 151 Linus Pauling Drive, Richmond. (100%
Department User Fees)
C. 56 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute a
purchase order with Carousel Industries, on behalf of the Chief Information
Officer, in an amount not to exceed $135,500 for telecommunications software
licenses, software support, telephones, telecommunications equipment and
related installation for Employment & Human Services Department offices
located at 151 Linus Pauling Drive, Richmond. (100% Department User Fees)
Other Actions
C. 57 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute contracts with the following entities that will receive, store, and maintain
on behalf of County medical surge assets for the Public Health Emergency
Project, for the period from June 1, 2012 through May 31, 2017: San Ramon
Regional Medical Center, U. S. Army, Military Surface Deployment and
Distribution Command, 834th Transportation Battalion, and Contra Costa
County Regional Medical Center. (Non-financial agreement.)

C. 58 APPROVE the fiscal year 2012/13 Keller Canyon Mitigation Fund allocation
plan, as recommended by the KCMF Review Committee; and AUTHORIZE the
Department of Conservation and Development Director, or designee, to enter
into contracts with the agencies for the period of July 1, 2012 to June 30, 2013.

C. 59 APPROVE the proposed Bylaws, which will govern the Treasury Oversight
Committee (TOC), as recommended
by the Treasurer-Tax Collector. (No fiscal impact)
C. 60 Approve the list of providers recommended by the Contra Costa Health Plan's
Medical Director on July 31, 2012, and by the Health Services Director, as
required by the State Departments of Health Care Services and Managed Health
Care, and the Centers for Medicare and Medicaid Services.
C. 61 APPROVE the proposed revisions to the bylaw of the Alcohol and Other Drugs

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as
the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who
wish to address the Board should complete the form provided for that purpose and furnish a copy
of any written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of
