Regional Water Quality Control Board (SFRWQCB) to comply with the Sanitary
Sewers Systems Waste Discharge Requirements (WDR), as recommended by the

C. 11 APPROVE the Buchanan Field Airport Runway 1L-19R Rehabilitation project
contingency fund increase of $285,819 for a new contingency fund total of

earthquakes, earthquake-induced landslides, volcanic eruptions, and tsunamis, as

$1,800 per year, as requested by the Employment and Human Services

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 28 APPROVE and AUTHORIZE the Health Services Director or his designee, to
execute a contract with the State Office of Statewide Health Planning and
Development, to pay the County an amount not to exceed $14,325 for the Mental
Health High School Health Career Training Academies Project in Contra Costa
County, for the period from June 18, 2012 through June 18, 2013. (No County
match)
C. 29 ADOPT Resolution No. 2012/291 to approve and authorize the District Attorney
to submit an application and execute a grant award agreement, and any
extensions or amendments thereof, pursuant to State guidelines, with the
California Department of Insurance for funding of the Organized Automobile
Fraud Activity Interdiction Program in the amount of $758,902 for the period
July 1, 2012 through June 30, 2013. (100% State funds, no County match)
C. 30 APPROVE and AUTHORIZE the Employment and Human Services Interim
Director, or designee, to execute and submit the agreement to accept funding
from the California Department of Education in an amount not to exceed

C. 42 APPROVE and AUTHORIZE the Conservation and Development Director, or
designee, to execute a contract amendment with Contra Costa Generating Station,
LLC, to temporarily reduce the monthly fee charged by the County to $5,000 per
month from $10,000 per month for the period July 1, 2012 to June 30, 2013 due
to a reduction in construction activity and commensurate reduction in building
inspection services provided by the County during this period. (Cost Neutral)
C. 43 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the State of California Commission on Peace Officer Standards and
Training (POST), including indemnification of the State of California, to pay the
County an amount not to exceed $24,467 to provide Driving Simulator Instructor
Training course instruction for the period July 1, 2012 through June 30, 2013.

APPROVE and AUTHORIZE execution of agreement between the County and the
following parties as noted for the purchase of equipment and/or services:

designee, to execute a contract with the Contra Costa Centre Association for
Transportation Demand Management Services, Contra Costa Centre area, in an
amount not to exceed $272,470 for the fiscal year July 1, 2012 through June 30,

C. 45 AWARD a construction contract in the amount of $204,953 to Vila Construction
Company, the lowest responsive and responsible bidder for the G Ward Seismic
Upgrade project, 2500 Alhambra Avenue, Martinez; and DIRECT the Public

C. 46 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a

C. 48 APPROVE and AUTHORIZE the District Attorney, or designee, to execute a
contract with two specified law schools, including full indemnification of each
university, in an amount not to exceed $5,000 for stipends for students
participating in the District Attorney's office summer training program for the

C. 49 APPROVE and AUTHORIZE the Risk Manager to execute a contract with Risk
Management Outsourcing, LLC, to provide risk management services on behalf
of Contra Costa County for the period from July 1, 2012 through June 30, 2013
in an amount not to exceed $111,000. (100% Internal Service Funds)
C. 50 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Uri E. Cohen, M.D. in an amount not to exceed $133,120,
to provide outpatient psychiatric services, for the period July 1, 2012 through
June 30, 2013. (100% Mental Health Realignment, offset by third-party billing)
C. 51 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Lisa Wang, MD in an amount not to exceed $174,720, to
provide professional psychiatric services, for the period July 1, 2012 through

C. 52 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Ronel L. Lewis, M.D. in an amount not to exceed
$184,960, to provide child psychiatric services at the Juvenile Hall and East
County Children’s Mental Health Clinic, for the period July 1, 2012 through June

C. 53 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Probation Department, a purchase order with Berkeley Farms, Inc., in an amount
not to exceed $210,000 to provide dairy products needed to feed residents of the
John A. Davis Juvenile Hall and the Orin Allen Youth Rehabilitation Facility for
the period June 1, 2012 through May 30, 2014. (100% County General Fund

C. 54 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
