SD. 4 CONSIDER Approving Resolution No. 2012/158 approving the side letter
between Contra Costa County Fire Protection District and United Chief Officers
Association (UCOA) to outline the process for equalizing the current salary of the
Fire Training Chief (RWHA) and Battalion Chief (RPHA, RPHE) classifications.

SD. 5 CONSIDER whether to ADOPT Resolution 2012/137 to assign the Department of
Conservation and Development the responsibility to provide staff support to the
Successor Agency, approve an administrative budget, and amend the First
Recognized Obligation Payment Schedule; FIND that the Enforceable Obligation
Payment Schedule (EOPS) and the ROPS are exempt from the California
Environmental Quality Act pursuant to CEQA Guideline Section 15061(b)(3) of
the CEQA Guidelines; and DIRECT the Director of Conservation and
Development to file a Notice of Exemption with the County Clerk and pay the

SD. 6 AUTHORIZE the Department of Conservation & Development to: (1) initiate a
General Plan Amendment study for a comprehensive review of policies pertaining
to energy production, renewable energy resources, and climate change in
response to new state mandates, (2) update the Zoning Code for the purpose of
allowing development of commercial solar energy facilities in Contra Costa
County; and (3) review County Williamson Act program rules and Zoning Code

SD. 7 CONSIDER accepting actuarial valuation of future annual costs of proposed
changes to Other Post-Employment Benefits, changing the County health care
premium subsidy for employees represented by or retired from classifications that

Road and Transportation
C. 1 ADOPT Resolution No. 2012/134 approving and authorizing the Public Works
Director, or designee, to fully close Vasco Road between Camino Diablo and the
Alameda/Contra Costa County line, for six (6) weekends between August 2012
and November 2013 beginning at 8:00 P.M. on a Friday and ending at 4:00 A.M.
on the following Monday, and execute Roadway Encroachment Permits issued by
the City of Livermore, County of Alameda, and Caltrans for the purpose of Vasco
Road Safety Improvements - Phase 2, Brentwood area. (No Fiscal Impact)
C. 2 ADOPT Resolution No. 2012/138 approving and authorizing the Public Works
Director, or designee, to fully close a portion of Pacific Avenue, on May 5, 2012
from 5:30 A.M. through 6:00 P.M., for the purpose of a 30th Anniversary
Celebration Street Fair & Car Show, Rodeo area. (No Fiscal Impact)

C. 3 APPROVE and AUTHORIZE the Airports Director, or designee, to execute a
month-to-month hangar rental agreement with Duane Allen and Audrey
Morrison-Allen for a T-hangar at Buchanan Field Airport, effective April 1, 2012,
in the monthly amount of $383.74 (100% Airport Enterprise Fund).
C. 4 APPROVE and AUTHORIZE the Director of Airports, or designee, to execute a
month-to-month hangar rental agreement with Richard Schroebel for a Shade
hangar at Buchanan Field Airport effective March 30, 2012 in the monthly
amount of $172.41, Pacheco area. (100% Airport Enterprise Fund)

C. 5 APPROVE and AUTHORIZE the County Administrator, or designee, to
terminate the contract with New Dawn Technologies, Inc. (“New Dawn”), related
to the provision of an integrated justice case management system, effective May
21, 2012, and APPROVE and AUTHORIZE County Counsel to initiate litigation
against New Dawn. (100% County General Fund)
C. 6 DENY claims filed by Dorothy Baeza, Darlene Carr, Stephanie Lawrence, Marsha

Redevelopment Successor Agency, then Gordon Matthews shall be appointed to
that seat without further action, as recommended by the Internal Operations
Committee.

C.31 ADOPT Position Adjustment Resolution No. 20993 to establish the class of
Director of Mental Health Services - Exempt (unrepresented), allocate it to the
salary schedule, add one full-time position and cancel one Assistant Director of
Health Services position in the Health Services Department. (Cost Savings)
C.32 ADOPT Position Adjustment Request No. 21069 to adjust the salary step of the
incumbent in the classification of Board of Supervisors Assistant – General
Secretary – Exempt from step four to step five effective April 1, 2012 in the
Board of Supervisor’s District III Office. (Salary Savings)

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:

C.33 APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract to
accept grant funding from the California Department of Alcoholic Beverage
Control in an amount not to exceed $100,000 to provide proactive enforcement
and training to ABC licensed businesses for the period July 1, 2012 through June
30, 2013. (No County match)
C.34 APPROVE and AUTHORIZE the Employment & Human Services Department
Director, or designee, to apply for and accept funding from the Universal Service
Administrative Company of the Federal Communications Commission, in an
amount not to exceed $1,030,000 for telecommunication, internet access and
internal connection services for the Community Services Bureau programs. (No
County match)
C.35 AUTHORIZE the County Administrator, or designee, to apply for and accept a
grant from the U.S. Department of Justice, Office of Justice Programs' Bureau of
Justice Assistance for a Second Chance Act Adult Offender Reentry Program for
Planning and Demonstration Projects in an amount not to exceed $750,000 for the
development and implementation of offender reentry services for the period
October 1, 2012 through September 30, 2013, as recommended by the County

C.36 APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and
accept a grant from the Shell Martinez Refinery in an amount not to exceed $500
to support the Martinez Library Kids Summer Reading Program for the period
June 9 through August 18, 2012. (No Library fund match)
C.37 APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and
accept a grant from the San Francisco Foundation/Koshland Grant in an amount
not to exceed $3,000 to for arts and cultural programs at the San Pablo Library for
the period August 1, 2012 through May 30, 2013. (No Library Fund match)
C.38 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to transfer fiduciary responsibility and the remaining balance of funds in
the amount of $75,000 from Kaiser Foundation Hospitals, Northern California
Community Benefit Programs Division grants to The Tides Center in support of
the West Contra Costa Family Justice Center. (100% Grant Funds)
C.39 APPROVE and AUTHORIZE the Employment and Human Services Director, or
his designee, to apply for and accept a continuation grant in an amount not to
exceed $900,000 from the Department of Justice, Office on Violence Against
Women for the “Grants to Encourage Arrest Policies and Enforcement of
Protection Orders Program” for a 24 month term upon award. (No County match)
C.40 APPROVE execution of a funding agreement with the City of Oakland that

C.40 APPROVE execution of a funding agreement with the City of Oakland that
authorizes the County to receive and administer $606,049 in federal Housing
Opportunities for Persons with AIDS funds from for housing and supportive
services for low-income persons with HIV/AIDS, for the period of January 1,
2012 to December 31, 2014, including $130,000 for the County's HIVAIDs
program, $39,648 for program administration, and $436,401 for affordable
housing development.
C.41 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Lafayette School District, to pay County an amount not to
exceed $1,600, for the Department’s Scoliosis Screening Project, for the period
February 1, 2012 through January 31, 2013. (No County match)
C.42 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with San Ramon Regional Medical Center, to act as a
designated Primary Stroke Center, for the period from January 1, 2012 through
December 31, 2014. (No County match)
C.43 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute contract amendments with the State of California, Managed Risk Medical
Insurance Board, effective April 1, 2012, to increase the amounts payble to the
County by $559,825 and $1,154 to new amounts payable of $7,416,822 and
$7,590 respectively, and to extend the terms through December 31, 2013, for
continuation of the Access for Infants and Mothers and Supported Services
Program. (No County match)
C.44 APPROVE and AUTHORIZE the Health Services Director or designee, to submit
a grant application with the State Office of Statewide Health Planning and
Development, to pay County an amount not to exceed $27,000 for the Health
Career Training Program in Contra Costa County, for the period from June 18,
2012 through July 18, 2013. (No County match)
C.45 APPROVE and AUTHORIZE the Employment & Human Services Department
Director, or designee, to execute a contract amendment with California
Department of Community Services and Development, including modified
indemnification language, for the Low-Income Home Energy Assistance and
Weatherization Program, to extend the term to December 1, 2011 through June
30, 2013 with no change to the payment limit of $86,865. (No County match)
C.46 APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and
accept a grant in the amount of $5,000 from East Bay Community Foundation for
services at the Rodeo Library, pursuant to the Rodeo Good Neighbor Agreement,
for the period July 1, 2012 through December 31, 2012. (No Library fund match;

APPROVE and AUTHORIZE execution of agreement between the County and the
following parties as noted for the purchase of equipment and/or services:

C.47 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Community Violence Solutions in an amount
not to exceed $135,723 to provide Child Welfare Redesign Differential Response
Program for the period July 1, 2012 through June 30, 2013. (23% Federal; 77%
State)
C.48 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Goodwill Industries of the Greater East
Bay in an amount not to exceed $879,375 for the Subsidized Temporary
Experience with Pay for the Under-Employed Program for the period May 1, 2012
through June 30, 2013. (15% State, 85% Federal)
C.49 APPROVE and AUTHORIZE the County Probation Officer, or designee, to
execute a contract including modified indemnification language with the
University of Cincinnati in an amount not to exceed $18,000 to provide Effective
Practices in Community Supervision (EPICS) training during the period May
15-17, 2012. (100% AB 109 Public Safety Realignment funding)
C.50 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Wilson Consulting, Inc, effective February
21, 2012, to increase the payment limit by $300,000, to a new payment limit of
$735,000, to provide additional hours of consultation services with regard to
County’s Patient Accounting System, with no change in the original term of
December 31, 2011 through December 31, 2012. (100% Enterprise Fund I)
C.51 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with J. Michael Rona Consulting, LLC (dba The Rona
Consulting Group), in an amount not to exceed $200,000, to provide consultation
and technical assistance with regard to the Lean Improvement Project at the
Contra Costa Regional Medical and Health Centers, for the period April 1, 2012
through March 31, 2013. (100% Enterprise Fund I)
C.52 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Jackson & Coker LocumTenens, LLC,
effective May 1, 2012, to increase the amount payable by $140,000 to a new total
amount payable of $440,000, to provide additional temporary psychiatric services
for the Mental Health Outpatients Clinics, with no change in the original term of
January 1, 2012 through December 31, 2012. (100% Mental Health Realignment
Funds)
C.53 APPROVE and AUTHORIZE the County Auditor-Controller, or designee, to
execute a contract with Caporicci and Larson, Inc. for Agreed Upon Procedures of
the seventeen dissolved redevelopment agencies in Contra Costa County in an
amount not exceed $200,000, as recommended by the Auditor-Controller.

C.54 AWARD a trade contract in the amount of $80,255 to Sasco, the lowest
responsive and responsible bidder for Trade Bid Package 7B, consisting of
communication systems, for the West County Health Center Project.
AUTHORIZE the Deputy General Services Director, or designee, to execute the
trade contract. (Health Resources and Services Administration Grant, Enterprise 1
Fund, and Bond Financing)
C.55 APPROVE and AUTHORIZE the Purchasing Agent, or designee to execute a fair
market value lease agreement and purchase order with Xerox Business Services in
an amount not to exceed $496,000, for the purchase of Nuvera 144 printer and
maintenance, as recommended by the Public Works Director, for the period May
1, 2012 through April 30, 2017. (Department user fees)
C.56 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Bay Area Tumor Institute, effective July 1,
2011, to increase the payment limit by $15,000 to a new payment limit of
$265,000 to provide additional pharmaceutical drug recovery services with no
change in the original term of August 1, 2010 through July 31, 2011. (100%
contingency from savings)
C.57 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Pediatrix Medical Group of California in an amount not to
exceed $120,000, to provide newborn hearing screening services at Contra Costa
Regional Medical and Health Centers, for the period April 1, 2012 through March
