Amendment No. 15 to Agreement No. 87 with Contra Costa Transportation
Authority (CCTA) to increase the maximum compensation paid to Contra Costa
County by $25,000 to a new total of $3,493,000, effective September 11, 2012,
as recommended by the Public Works Director, Hercules Area. (100% Contra

C. 2 ADOPT Resolution No. 2012/387 approving and authorizing the Public Works
Director, or designee, to fully close a portion of San Pablo Dam Road between

month-to-month hangar rental agreement with Concord Flying Club for a shade
hangar at Buchanan Field Airport effective August 8, 2012, in the monthly
amount of $172.41, Pacheco area. (100% Airport Enterprise Fund)
C. 9 APPROVE the Conveyance of Real Property consisting of one parcel to the State
of California in accordance with Contract No. 86 with Contra Costa
Transportation Authority (CCTA), Pittsburg area. (No Fiscal Impact)
C. 10 AUTHORIZE the Chief Engineer, Contra Costa County Flood Control and
Water Conservation District (Flood Control District), or designee, to participate
with other partners in the San Francisco Bay Water Quality Improvement Fund

through December 31, 2016, and AUTHORIZE the Flood Control District to
contribute staff time in support of the grant in the amount of $70,000, Martinez

approximately 3,950 square feet of classroom space located at 135 W. Grove
Street, Richmond, as requested by the Employment and Human Services
Department, Richmond area. (100% General Funds)
C. 50 APPROVE and AUTHORIZE the Director of Public Works, or designee, to
execute a lease with the Housing Authority of the County of Contra Costa for a
five (5) year term, for approximately 10,250 square feet of land, including a
modular building measuring 1,290 square feet of classroom space located at
321-C Orchard Drive, Brentwood, as requested by the Employment and Human
Services Department, Brentwood area. (100% General Funds)
C. 51 APPROVE and AUTHORIZE the Director of Public Works, or designee, to
execute a lease with the Housing Authority of the County of Contra Costa for a
five (5) year term, for approximately 16,550 square feet of land, including a
modular building measuring 3,600 square feet of classroom space located at 240
Las Dunas Avenue, Oakley, as requested by the Employment and Human
Services Department, Oakley area. (100% General Fund)
C. 52 APPROVE and AUTHORIZE the Director of Public Works, or designee, toSeptember 11, 2012 Contra Costa County Board of Supervisors 8
C. 52 APPROVE and AUTHORIZE the Director of Public Works, or designee, to
execute a first amendment to the lease with the Housing Authority of the County
of Contra Costa for an extension period of four (4) years and three (3) months,
for approximately 3,800 square feet of classroom space located at 94A Medanos
Avenue, Bay Point, as requested by the Employment and Human Services
Department, Bay Point area. (100% General Fund)
Grants & Contracts
APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 53 APPROVE and AUTHORIZE the Agricultural Commissioner, or his designee, to
execute Agreement #12-0073 with the California Department of Food and
Agriculture (CDFA) in an amount not to exceed not to exceed $25,425 to
perform Pest Exclusion/High Risk Inspections and Enforcement for the period of
July 1, 2012 through June 30, 2013, as recommended by the Agricultural
Commissioner.
C. 54 APPROVE and AUTHORIZE the County Librarian, or designee, to apply for
and accept a Bay Area Library and Information System Innovations Grant in the
amount of $30,000 to build a marketing campaign in support of the County
Library's "Discover & Go" online museum pass program for the period of
October 30, 2012 through October 30, 2013. (No Library Fund match)
C. 55 AWARD a construction contract to A & E Emaar Co., the lowest responsive and
responsible bidder, in the amount of $203,700, for the Kitchen/Cafeteria Seismic
Upgrades Project at 2500 Alhambra Avenue, Martinez, for the Health Services
Department and AUTHORIZE the Public Works Director, or designee, to
execute the contract; REJECT non-responsive bid submitted by Romkon,
Inc., Martinez area. (100% Hospital Enterprise 1 Fund)
C. 56 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with Golden Rain Foundation of Walnut Creek, to
pay County an amount not to exceed $16,142 to provide congregate meal
services for County’s Senior Nutrition Program, for the period July 1, 2012
through June 30, 2013, with a three-month automatic extension through
September 30, 2013, in an amount not to exceed $4,036. (No County match)
C. 57 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute an interagency agreement with West Contra Costa Unified School
District (WCCUSD), to pay County an amount not to exceed $60,000, for the
WCCUSD School Health and Support Services Coordinator Project, for the
period August 1, 2012 through June 30, 2013. (No County match)
C. 58 APPROVE and AUTHORIZE the Health Services Director, or designee, to
September 11, 2012 Contra Costa County Board of Supervisors 9
C. 58 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract from Kaiser Permanente Community Benefits Program, to pay
County an amount not to exceed $25,000, for the Community Wellness and
Prevention Program to continue the Concord Monument New Kids Project, for
the period from July 1, 2012 through June 30, 2013. (No County match required)
C. 59 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute, a contract amendment with the State Department of Alcohol and Drug
Programs, effective June 29, 2012 to reflect an increase in the amount payable to
the County for the Substance Abuse Services, Prevention and Treatment Program
for fiscal year 2012-2013 by 973,958, from $7,004,595, to a new payment limit
of $9,764,281, for a new three year total amount of $28,986,918, with no change
in the original term of July 1, 2010 through June 30, 2013. (No County match)
C. 60 APPROVE and AUTHORIZE the Employment and Human Services Interim
Director, or designee, to execute and submit a contract amendment to accept
additional funding from California Department of Education increasing the
payment limit by $247,450 to a new payment limit not to exceed $2,172,565 for
general childcare and development program services with no change to the term
July 1, 2012 through June 30, 2013. (No County match)
C. 61 APPROVE and AUTHORIZE the Employment and Human Services Department
Interim Director, or designee, to execute a contract amendment accepting
additional funding from the California Department of Education, to increase the
payment limit by $626,972 to a new payment limit not to exceed $6,676,978 to
support State preschool programs with no change to the term July 1, 2012
through June 30, 2013. (No County match)
C. 62 APPROVE and AUTHORIZE the Employment & Human Services Interim
Director, or designee, to apply for and accept funding from the U.S. Department
of Health and Human Services, Administration for Children and Families, in an
amount not to exceed $17,242,276 for Head Start program services for the period
January 1, 2013 through June 30, 2013. ($4,310,569 In-kind County match)
C. 63 APPROVE and AUTHORIZE the Employment & Human Services Interim
Director, or designee, to apply for and accept funding from the U.S. Department
of Health and Human Services, Administration for Children and Families, in an
amount not to exceed $4,362,650 for Early Head Start program services for
period of January 1 - June 30, 2013. ($1,090,663 In-kind County Match)
C. 64 APPROVE and AUTHORIZE the Employment & Human Services Department
Interim Director, or designee, to execute a contract amendment with California
Department of Education to increase the amount payable to the County $114,936
to a new amount not to exceed $726,401 to support childcare and development
programs with no change to the term July 1, 2012 through June 30, 2013. (No
County match)
C. 65 APPROVE and AUTHORIZE the Employment & Human Services Department

Department of Education, to increase the payment limit by $641,638 to a new

C. 66 ADOPT Resolution No. 2012/362 authorizing the Sheriff-Coroner, or designee,
to apply for and accept the California Emergency Management Agency (Cal
EMA), 2012 Emergency Management Performance Grant in an amount not to
exceed $338,875 to develop and maintain the level of capability to prepare for,
mitigate, respond to, and recover from emergencies and disasters, for the period
July 1, 2012 through June 30, 2013. (Federal funds, 100% in-kind match,
Budgeted)
C. 67 APPROVE and AUTHORIZE the Sheriff-Coroner or designee to apply for and
accept a grant from the California Department of Boating and Waterways
Equipment grant in an amount not to exceed $13,000 for the purchase of
