HomeMy WebLinkAboutMINUTES - 02281984 - X.10 C> THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 28, 1984 , by the following vote: AYES: Supervisors Powers , Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: Authorizing Comments at State Hazardous Waste Management Council Hearing Supervisor S. W. McPeak having brought to the attention of the Board that the State Hazardous Waste Management Council , which has sixteen (16) members; four (4) of whom represent local government, has issued its draft Hazardous Waste Management Plan for review and comment, and that the Council will be holding a series of six hearings around the State to receive comments from concerned agencies and individuals; and Supervisor McPeak having noted that the County's Hazardous Waste Task Force has reviewed the draft plan and is generally supportive of the position taken by the Council and that the Hazardous Waste Task Force has identified several issues which should be brought to the attention of the Council as a part of their hearings and that the Task Force has indicated its willingness to have its Chairman present those comments on behalf of the Board of Supervisors; IT IS BY THE BOARD ORDERED that: 1 1 . Paul De Falco, Jr. , Chairman, Hazardous Waste Task Force, is authorized to represent the Contra Costa County Board of Supervisors before the State Hazardous Waste Management Council 's hearing on their draft Hazardous Waste Management Plan in Oakland on March 29, 1984. 2. Mr. De Falco is authorized to present testimony at that hearing on behalf of the County of Contra Costa, including the following: a. To compliment the State Hazardous Waste Management Council on the general approach they have taken in requiring that each county have a hazardous waste plan which is a part of the county Solid Waste Management Plan rather than preempting local authority to do such planning. In addition, the concept of total local discretion over siting, but with an appeal process, including specified local elected officials serving on an appeal body. b. To urge that there be adequate staffing and financing in the State Department of Health Services to ensure that they can carry out their enforcement responsibilities under the draft plan. c.
