a contract amendment with the City of Brentwood extending the term by one year
through December 8, 2012, for the County's provision of radio
telecommunication services to the City, as recommended by the Chief
Information Officer.
C.32 APPROVE and AUTHORIZE the County Probation Officer, or designee, to
apply for and accept funding under the Smart Probation: Reducing Prison
Populations, Saving Money, and Creating Safer Communities grant from the U.
S. Department of Justice (DOJ) in an amount not to exceed $500,000 to
implement evidence-based practices that target high-risk probationers by
increasing training and facilitation of cognitive behavioral and motivational
interviewing protocols, for the two-year period of September 1, 2012 through

C.42 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract amendment with the City of Pittsburg, including mutual indemnification,
to change the contract start date from January 1, 2012 to July 1, 2012 and
increase the amount payable to the County by $7,000,000 to a new payment limit
of $8,750,000 to provide police dispatching services through June 30, 2017

APPROVE and AUTHORIZE execution of agreement between the County and the

a contract amendment with Nielsen, Merksamer, Parrinello, Gross and Leoni, to
extend the contract term from March 31, 2012 to December 31, 2012 and
increase the payment limit by $135,000 to a new payment limit of $924,998 for
continued state legislative representative and advocacy services, as recommended

C.48 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Brighter Beginnings, in an amount not to exceed
$215,000, to provide consultation and technical assistance with regard to lactation
support services including breastfeeding education and support services for
patients at Contra Costa Regional Medical and Health Centers, for the period
April 1, 2012 through June 30, 2014. (100% Enterprise Fund I)
C.49 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health
Services Department, to execute a purchase order with Echo Group, LLC, in an
amount not to exceed $240,000, for purchase of software and hardware
maintenance for the Mental Health and Alcohol and Other Drugs Services
Divisions, for the period July 1, 2012 through July 30, 2013. (100% Enterprise

C.50 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with On Assignment Staffing Services, Inc.,
effective December 1, 2011, to modify the rate schedule to add additional
temporary help classifications, with no change in the original payment limit of
$6,309,600 and no change in the original term of June 1, 2011 through May 31,

C.51 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Staff Care, Inc., in an amount not to exceed $225,600, to
provide temporary psychiatric physician services, for the period May 1, 2012

C.52 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of Health
Services Department, to amend purchase order with Becton Dickinson and
Company, to increase the amount from $1,250,000 to a new total of $1,500,000,

no change in the original term from February 1, 2008 through June 30, 2013.

C.54 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Matthew Littlefield, M.D., in an amount not to exceed
$274,400, to provide outpatient psychiatric services, for the period July 1, 2012

C.55 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Lifelong Medical Care, in an amount not to exceed
$150,000, to provide primary medical care services to low income uninsured

C.56 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Mark Van Handel, MD, effective May 1,
2012, to increase the payment limit by $40,000, to a new payment limit of
$1,180,000, to provide additional neurology services at Contra Costa Regional
Medical and Health Centers, with no change in the original term of June 1, 2009
through May 31, 2012. (100% Enterprise Fund I)
C.57 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with La Clinica de la Raza, Inc., in an amount not to exceed
$150,000, to provide primary medical care services to low income uninsured
residents of Contra Costa County, for the period May 1, 2012 through April 30,

C.63 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Office of the Sheriff - Patrol Division, a change to a purchase order with
Adamson Police Products to extend the term through March 31, 2013 and
increase the payment limit by $100,000 to a new payment limit of $484,000, for
the purchase of miscellaneous police supplies. (100% County General Fund,

Subvention Program Certificates of Compliance for the County Subvention and

Successor Agency to the Contra Costa County Redevelopment Agency
C.72 APPROVE and AUTHORIZE the Department of Conservation and
Development, or designee, to execute, on behalf of the Successor Agency to the
Contra Costa County Redevelopment Agency, a First Amendment to the Public
Improvement Agreement for Rodeo Marina Sewer Expansion Project with the
Rodeo Sanitary District for design and construction of sanitary sewer
improvements to the Rodeo Marina/Waterfront, increasing the payment limit by
$560,000 from $950,000 to a new payment limit of $1,510,000 and extending the
Agreement term to December 31, 2012, as recommended by the Contra Costa
County Oversight Board. (100% Bond Proceeds)

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
