No. 5055 authorizing new revenue in the amount of $2,489,750 from State of
California and appropriating it to the Office of the Sheriff-Custody Services
Bureau for the AB109 Public Safety Realignment Program.
C. 25 Probation (0477): APPROVE Appropriations and Revenue Adjustment No.

C. 25 Probation (0477): APPROVE Appropriations and Revenue Adjustment No.
5056 authorizing new revenue in the amount of $4,340,048 from the State of
California under SB678 California Community Corrections Act of 2009 and
appropriating it to the Community Corrections Performance Incentive Fund for
expenditure in the current fiscal year to provide evidence-based probation
supervision activities.
Intergovernmental Relations
C. 26 AUTHORIZE the Chair of the Board of Supervisors to sign a letter to the State
Superintendent of Public Instruction regarding the Schools of the Future Report,
as recommended by the Transportation Water & Infrastructure Committee.
C. 27 ADOPT an "Oppose" position on Assembly Bill 2231 (Fuentes), a bill that
would amend long-standing statutes related to sidewalk repairs; ADOPT a
"Support" position and seek amendments to Assembly Bill 2433 (Hill), a bill to
stagger the terms for the members of the Board of Directors of the San Francisco
Bay Water Emergency Transportation Authority; and AUTHORIZE the Chair of
the Board of Supervisors to sign letters communicating both positions and
requesting coordination with the Contra Costa County Transportation Authority
as recommended by the Transportation, Water and Infrastructure Committee.
C. 28 REFER SB 1220 (DeSaulnier): Housing Opportunity and Market Stabilization, a
bill that would would impose a fee of $75 on the recording of each real-estate
related document, except for those documents recorded in connection with a
transfer subject to documentary transfer tax, and directs the money to the
Housing Opportunity and Market Stabilization (HOMeS) Trust Fund, to the
Legislation Committee for reconsideration.

following agencies for receipt of fund and/or services:
C. 39 ADOPT Resolution No. 2012/173 approving and authorizing the District
Attorney, or designee, to submit an application and execute a grant award
agreement and any extensions or amendments thereof, pursuant to State
guidelines, with the State Department of Insurance for the 2012 Worker's
Compensation Insurance Fraud Prosecution Program in an amount not to exceed
$781,895 for the investigation and prosecution of worker's compensation fraud
cases, for the period July 1, 2012 through June 30, 2013. (Budgeted, No County
match)
C. 40 APPROVE and AUTHORIZE the Interim Employment & Human Services

Department director, or designee, to submit an application to and accept funding
from the Department of Health and Human Services Administration for Children
and Families in an amount not to exceed $523,511 for Early Head Start
supplemental funding for the term September 30, 2012 through December 31,
2012. (20% County match)
C. 41 ADOPT Resolution No. 2012/176 approving and authorizing the District
Attorney, or designee, to submit an application and execute a grant award
agreement, and any extensions or amendments thereof, pursuant to State
guidelines, with the California Emergency Management Agency, Law
Enforcement and Victim Services Division in the amount of $245,651 to maintain
the vertical prosecution program for felony domestic violence and sexual assault
cases for the period July 1, 2012 through June 30, 2013. [75% Federal funds,
25% Local Match: County General Fund (91%) and STAND! Against Domestic
Violence (9%)]
C. 42 ADOPT Resolution No. 2012/194 approving and authorizing the District
Attorney, or designee, to submit an application and execute a grant award
agreement and any extensions or amendments thereof, pursuant to State
guidelines, with the State of California, Department of Insurance for the Life and
Annuity Consumer Protection Program in the amount of $62,490 for the
investigation and prosecution of consumer fraud cases, for the period July 1,
2012 through June 30, 2013. (No County match)
C. 43 APPROVE and AUTHORIZE the Health Services Director, or designee, to apply
for and accept funding from the California Department of Resources Recycling
and Recovery (CalRecycle) to pay County an amount not to exceed $50,000, for
the continuation of the Local Enforcement Agency assistance funds for the
Department's Environmental Health Division (Solid Waste Program), for the
period July 1, 2012 through June 30, 2013. (No County match required)
C. 44 APPROVE and AUTHORIZE the Health Services Director, or designee, to
submit an application, along with the necessary certifications and assurances to
the U. S. Department of Veteran Affairs Northern California Health Care
System, to pay the County an amount not to exceed $34 per bed, per night, for
the provision of services to homeless veterans and associated operating costs of
the West County’s Adult Interim Housing Program in Richmond for the period
October 1, 2011 through August 10, 2012. (No County match)
C. 45 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract from the California Department of Public Health to pay the
County an amount not to exceed $748,961 for the continuation of the Childhood
Lead Poisoning Prevention Project for the period from July 1, 2011 through June
30, 2014. (No County match)
C. 46 APPROVE and AUTHORIZE the Conservation and Development Director, or

designee, to execute a contract with the City of San Pablo to pay the County
for actual direct and indirect costs of providing building inspection services for

C. 47 APPROVE and AUTHORIZE the Interim Employment & Human Services
Department director, or designee, to submit an application to and accept funding
from the Department of Health and Human Services, Office of Head Start, in an
amount not to exceed $122,268 for a Head Start Cost-of-Living adjustment grant
for the term January 1, 2012 through December 31, 2012. (20% In-kind County
match)
C. 48 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the Contra Costa Community College District, including mutual
indemnification, to pay the County an amount not to exceed $40,000 to provide
police dispatching services for the period June 1, 2012 through May 31, 2017.

C. 49 APPROVE and AUTHORIZE the Interim Employment & Human Services
Department director, or designee, to apply for and accept funding from
the Department of Health and Human Services, Office of Head Start in an
amount not to exceed $30,426 for an Early Head Start Cost-of-Living adjustment
grant for the term January 1, 2012 through December 31, 2012. (20% In-kind

C. 50 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the State of California, 23rd District Agricultural Association,
including full indemnification of the State of California, to pay the County an
amount not to exceed $30,000 to provide law enforcement services at the Contra
Costa County Fair for the period May 31 through June 2, 2012. (100% State
funds; Budgeted)
C. 51 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the Town of Moraga, including mutual indemnification, to pay the
County an amount not to exceed $875,000 to provide police dispatching services
for the period July 1, 2012 through December 31, 2017. (100% cost
reimbursement from Town of Moraga)
C. 52 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract, including mutual indemnification, with the Contra Costa West Narcotics
Enforcement Team to pay the County an amount not to exceed $60,000 for
evidence storage services for the period January 1, 2011 through December 31,
2014. (100% cost reimbursement from CC West Narcotics Enforcement Team;

APPROVE and AUTHORIZE execution of agreement between the County and the
following parties as noted for the purchase of equipment and/or services:

a contract with Ernie's Plumbing, in an amount not to exceed $450,000,
for emergency plumbing services for the period April 1, 2012 through March 31,

C. 54 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract with Roto-Rooter Sewer Service in an amount not to exceed $450,000
for emergency plumbing services for the period April 1, 2012 through March 31,

C. 55 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract with Henson Plumbing in an amount not to exceed $150,000

C.100 CONTINUE the emergency action originally taken by the Board of Supervisors
on November 16, 1999 regarding the issue of homelessness in Contra Costa
County, as recommended by the Health Services Director.

the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who

enacted by one motion. There will be no separate discussion of these items unless requested by a

calls for comments from those persons who are in support thereof or in opposition thereto. After
