D.1 CONSIDER approving and authorizing the Chair of the Board of Supervisors to
execute the Second Amendment to the County/Richmond Sanitary Service
Franchise Agreement, effective November 12, 2013 through October 11, 2023, to
specify that the franchise fee will be 7% as of December 1, 2013, establish
allowable Maximum Residential Collection Rates and require Richmond Sanitary
Service to provide new and expanded services within the County Franchise Area,
as recommended by the Director of Conservation and Development. (Deidra

D.2 Acting as the Board of Supervisors and the Board of Directors of the Contra Costa
County Fire Protection District, CONSIDER adopting the proposed 2014 meeting
schedule for the Contra Costa County Board of Supervisors and the Contra Costa

those meetings at which it is anticipated that there will not be a quorum of Board
members present, as well as fixing the dates for the specified events planned for

Resolution No. 2013/433, determining the allocation of tax revenue for the

Petroleum to increase the payment limit by $125,000 to a new payment limit of
$300,000, for diesel and unleaded fuel, with no change to the original term of

execute the Cooperative Agreement No. 353147-E with the State of California
Department of Water Resources (DWR) for the Byron Highway Bridge

Corporation, as recommended by the Public Works Director, Danville area. (100%

the rental fee and deposit for the Rodeo Senior Center for the Salvation Army and

C. 11 ACKNOWLEDGE the limited funding in Flood Control Zone 7 (Wildcat Creek),
SUPPORT the Chief Engineer’s approach to continue participation with the Corps
of Engineers on the Wildcat Creek Section 1135 project planning as long as
possible without a cash contribution to the Corps, DIRECT the Chief Engineer,
Contra Costa County Flood Control & Water Conservation District to continue
project participation under certain conditions, and AUTHORIZE the Chair of the
Board of Supervisors to sign a letter to the Assistant Secretary of the Army, North

Fund 116000, in the amount of $1,755,481 for the Bailey Road Maintenance
Surcharge Disbursement Agreement, as recommended by the Public Works

C. 36 Fleet Internal Service Fund (0064): APPROVE Appropriation and Revenue
Adjustment No.5019 and AUTHORIZE the transfer of revenue from the Fleet

Org 4284 Vehicle Replacement, in the amount of $250,000 for vehicle

Administrative Aide (unrepresented) position and cancel one full time vacant

C. 38 ADOPT Position Adjustment Resolution No. 21380 to add one Administrative
Services Assistant III (represented) position and cancel one Aging & Adult

Leases
C. 39 APPROVE and AUTHORIZE the County Librarian, or designee, to execute the
Library Lease and Service Agreement with the City of Walnut Creek, enabling the
County to operate the Walnut Creek Library located at 1644 N. Broadway,
Walnut Creek, for a term beginning July 1, 2012 and ending June 30, 2014, with
annual renewals thereafter, unless otherwise terminated with one year's notice.

C. 40 APPROVE and AUTHORIZE the Chief Engineer, Contra Costa County Flood

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 41 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to submit an application to the Richmond Community Foundation for a
Capacity Building grant in an amount not to exceed $5,000, for staff training and
professional development with Volunteer and Emergency Services Team in
Action, Inc. a 501(c)3 non-profit agency, as the fiscal agent, and AUTHORIZE
Employment and Human Services Director, or designee, to accept grant funds
from VESTIA, Inc. for the period December 1, 2013 through November 30, 2014.

C. 42 APPROVE and AUTHORIZE the County Librarian, or designee, to execute a
contract amendment with Brown-Miller Communications, Inc., to increase the
payment limit by $35,000 to a new payment limit of $105,000 and to extend the
term from December 31, 2013 through June 30, 2014, to provide training and
technical assistance for "Discover & Go" and a Library Strategic Plan. (100%
Library Fund, Budgeted)
C. 43 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to apply for and accept funding from the National Head Start
Association for two mini-grants not to exceed $100 each for a total of $200, for
Cooking Matters at the Store program, for the period November 1 through

C. 44 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a license agreement between Contra Costa County and the United States of
America Department of Veterans Affairs, for the off-site parking for 595 and 597
Center Avenue, Martinez, as requested by the Health Services Department. (100%

C. 45 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute an
interagency agreement with Antioch Unified School District, to provide school-based mobile
clinic services, for the period from August 15, 2013 through August 14, 2014. (No fiscal impact)
C. 46 APPROVE and AUTHORIZE the Health Services Director, or designee, to

execute a contract with Quality Vending Systems, Inc. to provide healthy vending
machine services to Contra Costa Health Services at specified locations, for the

C. 47 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with O’Sullivan Enterprises, Inc. (dba O’Sullivan Vending
Service, Inc.), to provide healthy vending machine services at selected Contra
Costa Health Services locations, for the period November 15, 2013 through
September 30, 2015. (Commission based on total gross vending sales)
C. 48 APPROVE and AUTHORIZE the Director of Child Support Services, or
designee, to execute a contract with Monterey County Department of Child
Support Services, to pay the County an amount not to exceed $56,052, for
delinquent payment early intervention services for the period October 1, 2013
through June 30, 2014. (No County match)
C. 49 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute contracts with the California State Department of Public Health, to pay the
County an amount not to exceed $350,000, to act as the Local Primacy Agency for
the Small Water System Program, for the period from November 30, 2013 through

C. 50 APPROVE and AUTHORIZE the Director of Child Support Services, or
designee, to execute a contract with Merced County Department of Child Support
Services, to pay the County an amount not to exceed $110,000, for delinquent
payment early intervention services for the period October 1, 2013 through

C. 51 APPROVE and AUTHORIZE the Director of Child Support Services, or
designee, to execute a contract with Marin County Department of Child Support

execute a contract amendment with Medicus Emergency Room Medicine Services
West, LLC., effective May 1, 2013, to increase the payment limit by $75,000, to a
new payment limit of $350,000, for additional temporary physician services for
the Emergency Room at Contra Costa Regional Medical and Health Centers, with
no change in the original term of August 1, 2012 through July 31, 2013. (100%
Enterprise Fund I)
C. 54 APPROVE and AUTHORIZE the Auditor-Controller, or designee, to pay the San
Ramon Valley Fire Protection District $33,000 for EMS fire first-responder
medical equipment, medical supplies and EMS training, upon approval of EMS
Director for fiscal year 2013-14. (100% Measure H Funds, CSA EM-1, Zone A)
C. 55 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with Fred Finch Youth Center, in an amount not to
exceed $560,000, to provide school-based day treatment and mental health
services, for the period July 1, 2013 through June 30, 2014, with a six-month
automatic extension through December 31, 2014, in an amount not to exceed
$280,000. (49% Federal Financial Participation, 49% Mental Health Realignment;
2% Mt. Diablo Unified School District)
C. 56 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment agreement with the Rodeo-Hercules Fire Protection
District, effective July 1, 2013, to increase the payment limit by $39,086, to a new
total of $219,086, to provide additional first responder fire paramedic services,
with no change in the original term of July 1, 2012 through June 30, 2015. (100%
Measure H)
C. 57 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with the Moraga-Orinda Fire District, effective
October 1, 2013, to increase the payment Limit by $97,716, to a new total of
$547,716, to continue to provide first responder fire paramedic services, with no
change in the original term of October 1, 2012 through September 30, 2015.

C. 58 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with Young Men’s Christian Association of the East
Bay, in an amount not to exceed $198,057, to provide Mental Health Services Act
prevention and early intervention services for the period July 1, 2013 through June
30, 2014, with a six-month automatic extension through December 31, 2014, in
an amount not to exceed $99,028. (100% Mental Health Services Act)
C. 59 APPROVE and AUTHORIZE the Health Services Director, or designee, to

execute a novation contract with Contra Costa Interfaith Transitional Housing
Inc., in an amount not to exceed $146,000, to provide community-based mental
health services for seriously disturbed youth, for the period July 1, 2013 through
June 30, 2014, with a six-month automatic extension through December 31, 2014,
in an amount not to exceed $73,000. (50% Federal Financial Participation; 50%
Mental Health Realignment)
C. 60 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment agreement with the City of Pinole for its Fire
Department, effective July 1, 2013, to increase the payment limit by $39,086, to a
new total of $219,086, to continue to provide first responder fire paramedic
services, with no change in the original term of July 1, 2012 through June 30,
2015. (100% Measure H).
C. 61 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment agreement with the City of El Cerrito, effective
July 1, 2013, to increase the payment limit by $58,630, to a new total of $328,630,
to provide additional first responder fire paramedic services by the El Cerrito Fire
Department and the Kensington Fire Protection District, with no change in the
original term of July 1, 2012 through June 30, 2015. (100% Measure H)
C. 62 Acting as the Contra Costa County Board of Supervisors and the Governing
Board of the Contra Costa County Fire Protection District, APPROVE and
AUTHORIZE the Health Services Director and the Contra Costa County Fire
Protection District Chief, or designees, to execute a contract amendment effective
July 1, 2013, to increase the payment limit by $1,096,736, to a new total of
$3,796,736, to continue to provide First Responder Paramedic Program Services,
with no change in the original term of July 1, 2012 through June 30, 2025. (100%
Measure H)
C. 63 APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to execute a contract amendment with Martinez Early Childhood Center
to increase the payment limit by $33,600 to a new limit of $208,800, to provide
Early Head Start and Head Start Program Enhancement services, with no change
to the term July 1, 2013 through June 30, 2014. (100% Federal)
C. 64 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with the Oakland Private Industry Council,
including modified indemnification language, in an amount not to exceed
$497,574, to provide training vendor procurement services and act as pay agent
behalf of EASTBAY Works partner agencies.for the period November 1, 2013
through June 30, 2014. (100% Federal)

C. 65 APPROVE and AUTHORIZE the County Counsel, or designee, to execute a

C. 65 APPROVE and AUTHORIZE the County Counsel, or designee, to execute a
conflict waiver with Goldfarb & Lipman allowing that firm to continue to
represent the County on redevelopment dissolution matters, and County-funded
housing programs while also representing the El Cerrito Municipal Services
Corporation, in connection with a dispute with the State Department of Finance
related implementation of AB x126 and AB 1484.
C. 66 APPROVE and AUTHORIZE the County Counsel, or designee, to execute a conflict waiver with
Goldfarb and Lipman, allowing that firm to continue to represent the County on redevelopment
dissolution matters and County-funded housing programs, while also representing Cypress
Meadows Antioch LLC and Skyline Crest Enterprises LLC, on the refinancing of an assisted
living facility in Antioch that was partially financed with tax-exempt private activity bonds and is
subject to a regulatory agreement for the benefit of the County.
C. 67 ADOPT the draft Fiscal Year 2013-2014 Mental Health Services Act (Proposition
63) Plan Update and AUTHORIZE the Chair of the Board of Supervisors to sign
the MHSA County Compliance Certification, as recommended by the Mental
Health Director.
C. 68 DECLARE vacant Seats B4 – California Highway Patrol (Alternate) and C3 –
Base Hospital, Contra Costa Contract, on the Emergency Medical Care
Committee and DIRECT the Clerk of the Board to post the vacancy as
recommended by the Health Services Director.
C. 69 REFER to the Finance Committee a proposal to initiate a voter education and
information pilot program to create opportunities for the public to become more
informed, aware, and involved with current civic issues and to foster a culture of
civic responsibility and engagement, as recommended by the Clerk-Recorder.
C. 70 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a
non-financial agreement with the University of California, Davis, for the provision of data
sharing and bio-statistical data analysis services with regard to tuberculosis screening for the
period from December 1, 2012 through November 30, 2014. (No fiscal impact)

The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the
Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to

Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a

member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair

persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
