SD.1 CONSIDER APPROVING and AUTHORIZING the County Administrator, or
designee, to sign a conditional settlement agreement with Chevron USA and
Chevron Corporation, the County Assessor and the City of Richmond settling
Chevron's pending property tax claims, appeals, and litigation for 2004-2013;
AUTHORIZE County Counsel, or designee, to file stipulations to dismiss related
Superior Court litigation following execution of the settlement agreement by all
parties and full compliance with its terms, including the Assessment Appeals
Board's resolution of Chevron's 2010-2012 assessment appeals. (Sharon

SD.2 CONSIDER appointing Jeff Carman as the new Fire Chief of the Contra Costa

C. 8 INTRODUCE Ordinance No. 2013-20, which increases the monetary limit for
informal bidding on construction contracts from $100,000 to the current State
limit of $175,000, ties the County's limit to the State Public Contract Code limit
henceforth, and clarifies the purchasing agent’s authority to award construction
contracts; WAIVE reading, FIX September 24, 2013 for adoption, and take
related action, as recommended by the Internal Operations Committee. (Potential

C. 15 APPROVE Appropriation and Revenue Adjustment No. 5004 and AUTHORIZE
the transfer of revenue from Flood Control Zone 1, Fund 252100, to Drainage
Area 130, Fund 256200, in the amount of $6,100,000 for partial funding of the
Upper Sand Creek Basin project, as recommended by the Public Works Director,

C. 16 ADOPT Resolution No. 2013/368 relating to the terms and conditions of the
Legal Clerk Deep class and reallocate the identified incumbents from the Clerk
Deep Class to the positions of Legal Clerk I (represented), Legal Clerk II

Attorney, and Public Defender departments. (No Cost)
C. 17 ADOPT Position Adjustment Resolution No. 21362 to increase the hours of one
Board of Supervisors Assistant – Specialist (unrepresented) position from 20/40

C. 18 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a lease with Towncentre Office, L.P. for a two-year term, for use of approximately
570 square feet of office space located at 1120 Second Street, Brentwood, as
requested by the Department of Conservation and Development, under the terms

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:

C. 36 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Jill A. Antoine, M.D., in an amount not to exceed
$400,000, to provide anesthesiology services at Contra Costa Regional Medical
and Health Centers, for the period August 1, 2013 through July 31, 2014. (100%

C. 37 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Alex Smirnoff, M.D, effective April 1, 2013,
to increase the payment limit by $40,000 to a new payment limit of $190,000 to
provide additional Medi-Cal specialty mental health services, with no change in
the original term of July 1, 2012 through June 30, 2014. (50% Federal; 50% State)
C. 38 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health
Services Department, to execute a purchase order with Persimmony International,
Inc. in the amount of $831,616 for license renewal and maintenance of the Public
Health’s Home Visiting Program database for the period from July 1, 2013

C. 39 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with Bay Area Community Resources, Inc. in an
amount not to exceed $1,051,735, to provide school-based mental health services
to seriously emotionally disturbed students for the period July 1, 2013 through
June 30, 2014, with a six-month automatic extension through December 31, 2014

execute a novation contract with Lincoln Child Center, Inc. in an amount not to

disturbed students and their families including a multi-dimensional family
treatment program and school-based services for the period July 1, 2013 through
June 30, 2014, with a six-month automatic extension through December 31, 2014

C. 41 APPROVE and AUTHORIZE the Health Services Director, or designee, to

C. 42 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with Contra Costa ARC, in an amount not to exceed
$1,999,685, to provide wrap-around, day treatment and mental health services for
the period July 1, 2013 through June 30, 2014, with a six-month automatic
extension through December 31, 2014 in an amount not to exceed $423,168.

C. 43 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with People Who Care Children Association, in an
amount not to exceed $203,594, to provide Mental Health Services Act prevention

with a six-month automatic extension through December 31, 2014 in an amount
not to exceed $101,797. (100% Mental Health Service Act)
C. 44 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with RecordXpress of California, LLC in an amount not to
exceed $1,440,000, to provide off-site storage, retrieval, destruction and
management of documents and records for Contra Costa Regional Medical
Center and other Health Services Departments, for the period August 1, 2013
through July 31, 2016. (100% Enterprise Fund I)
C. 45 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of Health Services
Department, to execute purchase order with Cardinal Health Pharmacy Services,
LLC, in an amount not to exceed $17,400,000, for the purchase of
pharmaceuticals and related supplies at Contra Costa Regional
Medical and Health Centers, for the period from September 1, 2013 through
August 31, 2014. (100% Enterprise I Funds)
C. 46 APPROVE and AUTHORIZE the Chief Information Officer, or designee, to
execute a contract with Keven J. Ormiston Consulting, LLC, in an amount not to
exceed $133,000 to provide Accela (land use) automation software, and
Geographic Information System database and application support for the period
October 1, 2013 through September 30, 2014. (100% IT User fees)

execute an Unpaid Student Training Agreement with University of the Pacific to

C. 49 REFER to the Finance Committee of the Board of Supervisors a review of special
revenues administered by the Board of Supervisors including review of the
current policy governing the use of special revenues, as recommended by the
County Administrator.
C. 50 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a non-financial agreement with California State University,
East Bay for a student work experience program and use of the Community
Services Bureau Head Start Childcare facilities, including modified
indemnification language, for the period of September 1, 2013 through August
31, 2016. (No fiscal impact)
GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as
the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who
wish to address the Board should complete the form provided for that purpose and furnish a copy
of any written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of

STANDING COMMITTEES
The Airport Committee (Supervisors Karen Mitchoff and Mary N. Piepho) meets quarterly on
the fourth Monday of the month at 12:30 p.m. at Director of Airports Office, 550 Sally Ride
Drive, Concord.
