Retirement benefit changes for unrepresented employees, elected officials, and
those non-sworn employees represented by the Contra Costa County Deputy
Sheriffs' Association, as determined by the County's actuary in letters dated

D.2 CONSIDER confirming adoption of Resolution No. 2013/299 that approved
compensation and benefits for the County Administrator, County Elected and
Appointed Department Heads, Management, Exempt, and Unrepresented
employees, modifying section 6 and 53.11 of the Resolution, affecting certain
unrepresented employees and elected officials hired on or after January 1, 2014,
who, under PEPRA, become New Members of CCCERA to provide that the cost
of living adjustment to the pension will not exceed two percent (2%) per year, and

a contract with Smith, Watts & Martinez, LLC, in an amount not to exceed
$165,000, to provide legislative advocacy and monitoring services, for the period

C. 2 APPROVE the sale of real property no longer required for County highway
purposes located adjacent to Bear Creek Road and 4 Sandhill Road, Orinda, to
Larry and Julie Abramson for the amount of $40,000, and CONSIDER related
actions under the California Environmental Quality Act; AUTHORIZE the Public
Works Director, or designee, to execute the Purchase and Sale Agreement and
AUTHORIZE the Chair, Board of Supervisors, to execute the Grant Deed on

C. 9 ADOPT Resolution No. 2013/452 accepting completion of the warranty period

increase the payment limit by $350,000 to a new payment of $1,596,000, in order
to provide construction management services for the Upper Sand Creek Basin
Project, Antioch area. (100% Drainage Area 130 Funds)
C. 11 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute

the Transportation Service Agreement with the Central Contra Costa Transit
Authority in an amount not to exceed $159,000, for a shuttle service for County

C. 12 APPROVE and AUTHORIZE the Public Works Director, or designee, to waive
the $100 facility deposit and the two separate rental fees of $75 for the use of the

22, 2013 and December 19, 2013 from 9:00 a.m. to 5:00 p.m., for their Annual
Community Thanksgiving and Christmas luncheon feast events, Rodeo area.

C. 14 APPROVE the conveyance of a Grant of Easement from the Contra Costa

Department assignments, biennial reappointment and voluntary resignations as
recommend by the Medical Staff Executive Committee at their November 18,
2013 meeting, and by the Health Services Director.
C. 43 APPOINT Michael Pollard to the Consumer Alternate seat on the Contra Costa
Inter-jurisdictional Council on Homelessness, for a term expiring March 31,
2014, as recommended by the Family and Human Services Committee.

recommended by the Family and Human Services Committee: At-Large Seat #11

process fee revenue and appropriating it to the Sheriff's Civil Unit for fiscal year
2013/14 projected operating expenditures. (100% Restricted Civil Process fee
revenue)
C. 47 Employment and Human Services (0506): APPROVE Appropriations and
Revenue Adjustment No.5025 authorizing new revenue in the amount of
$14,904,734 from California Health Benefit Exchange, to provide funding for
operations and support of the Contra Costa County Covered California Call
Center in the City of Concord. (100% Federal)
C. 48 Treasurer-Tax Collector (0015): APPROVE Appropriation Adjustment No.5024
transferring $200,000 in appropriations from the Treasurer-Tax Collector (0015)
to Capital Projects (0111) for fiscal year 2013-14 for the re-wiring project in the

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of
Supervisors, 651 Pine Street Room 106, Martinez, CA 94553; by fax: 925-335-1913.
The County will provide reasonable accommodations for persons with disabilities planning to
attend Board meetings who contact the Clerk of the Board at least 24 hours before the meeting, at
