(No fiscal impact)   Grants & Contracts   APPROVE and AUTHORIZE execution of agreements between the County and the following agencies for receipt of fund and/or services:   C. 40 APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to accept Senior Service America, U. S. Department of Labor, Employment and Training Administration Division of Older Workers Programs funding in an amount not to exceed $602,705 to provide low income adults paid community services and training for the period July 1, 2013 through June 30, 2014. (Non-federal match $69,432)   C. 41 ADOPT Resolution No. 2013/307 to approve and authorize the Employment and Human Services Director, or designee, to execute a contract with the California Department of Aging to pay County an amount not to exceed $222,885 for Health Insurance Counseling and Advocacy Service Program for the period July 1, 2013 through March 31, 2014. (No County match)   C. 42 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with California Department of Public Health, Tuberculosis Control Branch, to pay the County an amount not to exceed $256,563, for the period from July 1, 2013 through June 30, 2014, for the Tuberculosis Control Program, including incentives to be used for food, shelter, incentives and enablers including taxi vouchers and rent subsidies. (No County match)   C. 43 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept a California Department of Boating and Waterways Abandoned Watercraft Abatement Fund grant in an amount not to exceed $90,000 for the abatement of abandoned vessels on County waterways for the period August 1, 2013 through July 31, 2014. (90% State, 10% County General Fund match)   C. 44 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept a California Department of Boating and Waterways Vessel Trade-In Program Grant in an amount not to exceed $8,000 for the acquisition of derelict vessels before they are abandoned on County waterways for the period August 1, 2013 through July 31, 2014. (90% State, 10% County General Fund match) July 16, 2013 Contra Costa County Board of Supervisors 8   C. 45 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept the U.S. Department of Justice, FY 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) in an amount not to exceed $183,159 for support of countywide law enforcement programming for the period October 1, 2013 through September 30, 2017. (100% Federal)   APPROVE and AUTHORIZE execution of agreement between the County and the following parties as noted for the purchase of equipment and/or services:   C. 46 APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with the County of Sacramento to secure a grant in the amount of $30,000 for the purpose of conducting an analysis of the Bay-Delta Conservation Plan and its water conveyance impacts on Contra Costa County. (100% Federal funds)   C. 47 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Public Works Director, a purchase order amendment with ADI Company, to increase the payment limit by $300,000 to a new payment limit of $900,000, and extend the term from September 1, 2010 through August 31, 2014, for electronic system parts and equipment. (100% General Fund)   C. 48 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Public Works Director, a purchase order amendment with Refrigeration Supplies Distributor to increase the payment limit by $35,000 to a new payment limit of $185,000, and extend the term from September 1, 2010 through August 31, 2014, for refrigeration parts and equipment. (100% General Fund)   C. 49 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Public Works Director, a purchase order with Goodyear Tire & Rubber in an amount not to exceed $160,000 for tires, for the period September 1, 2013 through August 31, 2014. (100% General Fund)   C. 50 APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with the Contra Costa Centre Association in an amount not to exceed $313,923 to provide transportation demand management services for the Contra Costa Centre area, for the period July 1, 2013 through June 30, 2014. (100% County Service Area M-31 funds)   C. 51 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Employment and Human Services Department, a purchase order with Carousel Industries of San Mateo in an amount not to exceed $1,174,313, to upgrade the Avaya Phone System and expand the Verint Call Recording and Workforce Management System. (100% Affordable Health Care Act funding)   C. 52 APPROVE and AUTHORIZE the County Administrator, or designee, to enter July 16, 2013 Contra Costa County Board of Supervisors 9 C. 52 APPROVE and AUTHORIZE the County Administrator, or designee, to enter into contracts with the cities of Richmond, Concord, Pittsburg, and Antioch in an aggregate amount not to exceed $522,000 for AB109 police services for the period July 1, 2013 through June 30, 2014. (100% State AB109 Public Safety Realignment)   C. 53 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Public Health Foundation Enterprises, Inc., in an amount not to exceed $119,488, to provide coordination, supervision, and support to County’s Senior Nutrition Program, for the period July 1, 2013 through June 30, 2014, including a three-month automatic extension through September 30, 2014, in an amount not to exceed $29,872. (100% Federal)   C. 54 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Tango2, Inc., effective February 1, 2013, to increase the payment limit by $600,000 to a new payment limit of $4,240,000 to provide additional hours of professional consultation to the Department’s Information Systems unit, and extend the term from May 31, 2013 through May 31, 2014 (100% Medicare and Medicaid Electronic Health Records Incentive Program of the American Recovery and Reinvestment Act)   C. 55 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Aurora Adrianna Mandy (dba Delta Counseling) in an amount not to exceed $132,000, to provide Medi-Cal mental health specialty services, for the period July 1, 2013 through June 30, 2015. (100% Medi-Cal Funds)   C. 56 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Judith K. Watkins, MFT in an amount not to exceed $106,000, to provide Medi-Cal mental health specialty services, for the period July 1, 2013 through June 30, 2015. (100% Medi-Cal Funds)   C. 57 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Amy Scott, MFT, in an amount not to exceed $120,000, to continue providing Medi-Cal specialty mental health services, for the period from July 1, 2013 through June 30, 2015. (100% Medi-Cal Funds)   C. 58 APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract, including modified indemnification language, with David Stockwell in an amount not to exceed $25,000 to provide expert testimony on laboratory and scientific information, and to review documentary evidence on cases for the District Attorney's office for the period July 1, 2013 through June 30, 2014. (100% County General Fund)   C. 59 APPROVE and AUTHORIZE the Health Services Director, or designee, to July 16, 2013 Contra Costa County Board of Supervisors 10 C. 59 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a novation contract with Meals on Wheels and Senior Outreach Services of Contra Costa in an amount not to exceed $157,720, to provide congregate meals for the Senior Nutrition Program, for the period from July 1, 2013 through June 30, 2014, with a three-month automatic extension through September 30, 2014, in an amount not to exceed $39,430. (100% Federal)   C. 60 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Rubicon Programs Incorporated, in an amount not to exceed $928,813, to provide Mental Health Services Act Community Services and Supports Program services, for the period from July 1, 2013 through June 30, 2014.
