THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on February 28, 1984 , by the following vote:
AYES: Supervisors Powers , Fanden, Schroder, McPeak, Torlakson

ABSENT: None
ABSTAIN: None
SUBJECT: ALCOHOL AND DRUG BLOCK GRANT PROPOSAL
The Chairman, Alcoholism Advisory Board, having submitted a letter to
the Board dated February 15, 1984 expressing the Advisory Board's concerns
regarding the Governor' s proposal for an Alcohol and Drug Block Grant, and
having urged the Board to oppose the measure as currently written; and
The County Administrator having recommended that the Board refer the
letter from the Alcoholism Advisory Board to the County Administrator and Acting
Health Services Director for an analysis of the proposal and refer it to the
Human Services Advisory Commission for their recommendation on the Block Grant
proposal ;
IT IS BY THE BOARD ORDERED that the recommendation of the County
Administrator is APPROVED.

Dear Supervisors:
We wish to express to you our grave concern over the Block Grant proposal now
pending in the Legislature, and the effects it would have upon local programs,
particularly alcohol programs.
As now stated, the proposal makes no mention of the continued existence of the
Alcoholism Advisory Board or the Alcoholism Program Administrator position at
the local level.
Further, the anticipated one-time only monies in the proposal for the permanent
transfer to the county of responsibility for performing audit and regulatory
functions is entirely inadequate.
Perhaps our greatest concern, however, lies with the distribution of resources
within the proposed grant. It "categorizes" 35• percent for alcoholism
programs, 35 percent for drugs, and 30 percent to the discretion of the local
governing authority. Since the 35 percent would not support our existing
programs, the potential competition from other interests such as law and order
agencies makes for a great deal of insecurity about the future of our programs.
We feel that the struggles of the last decade to establish cost-effective social
model programs in this county would be placed in great jeopardy.
We hope you will explore all the elements surrounding this issue, including
ramifications of all options, before making a decision to support Block Grants.
Moreover, as the proposal is now written, we urge you to exert your influence in
opposition to the measure.
