Tayem, ChaiApeuon February 15, 1984 Board of Supervisors County Administration Building 651 Pine Street Martinez, CA 94553 Dear Supervisors: We wish to express to you our grave concern over the Block Grant proposal now pending in the Legislature, and the effects it would have upon local programs, particularly alcohol programs. As now stated, the proposal makes no mention of the continued existence of the Alcoholism Advisory Board or the Alcoholism Program Administrator position at the local level. Further, the anticipated one-time only monies in the proposal for the permanent transfer to the county of responsibility for performing audit and regulatory functions is entirely inadequate. Perhaps our greatest concern, however, lies with the distribution of resources within the proposed grant. It "categorizes" 35• percent for alcoholism programs, 35 percent for drugs, and 30 percent to the discretion of the local governing authority. Since the 35 percent would not support our existing programs, the potential competition from other interests such as law and order agencies makes for a great deal of insecurity about the future of our programs. We feel that the struggles of the last decade to establish cost-effective social model programs in this county would be placed in great jeopardy. We hope you will explore all the elements surrounding this issue, including ramifications of all options, before making a decision to support Block Grants. Moreover, as the proposal is now written, we urge you to exert your influence in opposition to the measure. Vtruly youYTayl('P i Chairperson cc: Jerry Nava Stuart McCullough C. L. Van Marter
