Director, or designee, to allocate the Transportation Development Act (TDA),
Article 3 funds totaling $794,200 for bicycle and pedestrian projects for Fiscal
Year 2013/2014 and DIRECT the Public Works Director, or designee, to forward
the list to the Metropolitan Transportation Commission (MTC) for final approval
and allocation of funding effective July 1, 2013, Countywide. (100% TDA

C. 2 ADOPT Resolution No. 2013/231 accepting as complete the contracted work

Intergovernmental Relations
C. 27 ADOPT a position of "SUPPORT" for Assembly Bill 378, which would require
that Delta research funded by the State be disseminated to the public; and
Assembly Bill 763, which would allow the State to better control newly identified
invasive aquatic plants within the Delta without seeking legislative authority, and
AUTHORIZE the Chair of the Board of Supervisors to sign letters of support for
these actions, as recommended by the Transportation, Water and Infrastructure
Committee. (No fiscal impact)
C. 28 ADOPT a position of "Oppose" on various state bills as specified in the report, as
recommended by the Legislation Committee.

a First Amendment to Lease with the City of Pittsburg, for a five-year term for
continued use of an approximately 16,000 square foot training facility for the
Sheriff-Coroner’s Law Enforcement Training Center located at 340 Marina
Boulevard, Pittsburg, as requested by the Sheriff-Coroner. (100% General Fund)

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 34 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with the California Department of Resources Recycling and
Recovery (CalRecycle), to pay the County an amount not to exceed $216,000, for
the Environmental Health Waste Tire Enforcement Program, for the period from
June 29, 2013 to August 31, 2014. (No County match)
C. 35 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the Housing Authority of the County of Contra Costa, including
mutual indemnification, to pay the County an amount not to exceed $449,000 to
provide law enforcement services at public housing developments for the period
July 1, 2013 through June 30, 2014. (100% Contra Costa County Housing
Authority revenue)
APPROVE and AUTHORIZE execution of agreement between the County and the
following parties as noted for the purchase of equipment and/or services:
C. 36 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Conservation and Development Department, a purchase order amendment with
ImagingTek to extend the term from February 28 through December 31, 2013 and
increase the payment limit by $100,000 to a new payment limit of $299,950 to
provide continuing conversion of department records to an electronic format, as
recommended by the Conservation and Development Director. (100% Land
Development Fees)

C. 37 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Public
Works Director, to execute an amendment to a purchase order with Platt Electric,
to increase the amount payable by $155,000, to a new total of $250,000, for
electrical products, Countywide. (100% General Fund)
C. 38 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Public
Works Director, to execute an amendment to a purchase order with Lehr Auto
Electric, to increase the amount payable by $255,000, to a new total of $350,000
for emergency vehicle parts and accessories, for the period from February 1, 2013
through January 31, 2015, Countywide. (100% General Fund)
C. 39 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract with Metropolitan Van and Storage, in an amount not to exceed
$1,500,000 for moving, storage and office furniture adjustment, repair and
installation, for the period from June 1, 2013 through May 31, 2016, Countywide.

C. 40 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract with Waters Moving and Storage, in an amount not to exceed $250,000
for moving, storage and office furniture adjustment, repair and installation, for the
period from June 1, 2013 through May 31, 2016, Countywide. (100% General
fund)
C. 41 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Public
Works Director, to execute an amendment to a purchase order with Dugmore and
Duncan, to increase the amount payable by $255,000, to a new total of $350,000
for Sargent lock parts and accessories, for the period from August 1, 2012
through July 31, 2014. (100% General fund)
C. 42 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with East Bay Nephrology Medical Group, Inc., in an amount
not to exceed $325,000, to provide professional nephrology and internal medicine
services for Contra Costa Health Plan members, for the period May 1, 2013
through April 30, 2015. (100% CCHP Member Premiums)
C. 43 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Amarpreet Singh, M.D., (dba Allied Medical
and Consultation Services, P.C.), effective February 1, 2013, to increase the
payment limit by $210,000 to a new payment limit of $510,000 to provide
additional Medi-Cal specialty mental health services, with no change in the
original term of July 1, 2012 through June 30, 2014. (50% State Medi-Cal Funds,
50% Federal Medi-Cal)
C. 44 APPROVE and AUTHORIZE the Employment and Human Services Director, or

designee, to execute a contract with the California Association of Counties in an
amount not to exceed $153,112 to administer computerized data processing
services to the welfare departments of the eighteen member County consortium
for the period July 1, 2013 through June 30, 2014. (93% State and 7% County)
C. 45 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Language Line Services, Inc. in an amount
not to exceed $1,500,000 to provide telephone interpretation, on-site
interpretation, and document translation services for the period July 1, 2013
through June 30, 2014. (10% County; 45% State; 45% Federal)
C. 46 APPROVE and AUTHORIZE the Department of Conservation and Development
Director, or designee, to execute a contract with Environmental Science
Associates, Inc., in an amount not to exceed $131,605 for the preparation of the
Keller Canyon landfill Land Use Permit Amendment Environmental Impact
Report, for the period May 1, 2013 through December 31, 2015. (100% Land
Use Permit fees)
C. 47 APPROVE and AUTHORIZE the County Administrator, or designee, to execute
a contract between the County and Steckbauer Weinhart, LLP in an amount not to
exceed $100,000 for legal services on behalf of the County on a case-by-case
basis in the area of tax related bankruptcy matters for the period May 1, 2013
through April 30, 2016, as requested by the County through the Treasurer-Tax
Collector, County Counsel, or their respective designees. (100% General fund)
C. 48 APPROVE and AUTHORIZE the County Administrator, or designee, to execute
a contract between the County and the Michelson Law Group in an amount not to
exceed $100,000 for legal services on behalf of the County on a case-by-case
basis in the area of tax related bankruptcy matters for the period May 1, 2013
through April 30, 2016, as requested by the County through the Treasurer-Tax
Collector, County Counsel, or their respective designees. (100% General fund)
C. 49 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment with Robert Half International, Inc., to
increase the payment limit by $250,000 to a new payment limit not to exceed
$500,000 and extend the term from June 30, 2013 to October 30, 2013 for
temporary information technology professional staff. (10% County; 45% State;
45% Federal)
C. 50 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Family Support Services of the Bay Area, in
an amount not to exceed $150,000 to provide respite services to foster parents and
relative caregivers through the Heritage Project for the period July 1, 2013
through June 30, 2014. (30% County; 70% State)
C. 51 APPROVE and AUTHORIZE the Health Services Director, or designee, to

execute a contract extension with Institute for Healthcare Improvement to extend
the term from May 14, 2013 through September 30, 2013, with no change in the
payment limit of $419,756, to continue to provide consultation and technical
support for Contra Costa Regional Medical Center. (100% Enterprise Fund I)
C. 52 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Rodney Chan, DPM, effective March 1,
2013, to increase the payment limit by $8,500 to a new payment limit of $301,500
to provide additional professional podiatry services at Contra Costa Regional
Medical Center and Health Centers, with no change in the original term of June 1,
2011 through May 31, 2013. (100% Enterprise Fund I)
C. 53 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute contract amendments with Northwoods Consulting Partners,

C. 56 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Dr. Robert Sargent in an amount not to
exceed $122,842 to provide mental health status evaluations, and substance abuse
counseling for General Assistance clients for the period July 1, 2013 through June
30, 2014. (100% County)
C. 57 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the Contra Costa County Office of Education in an amount not to
exceed $539,343 to continue providing educational services to inmates for the
period July 1, 2013 through June 30, 2014. (100% Inmate Welfare fund)
C. 58 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with Bay Area Chaplains, Inc., in an amount not to exceed $141,100 for
chaplaincy services in adult detention facilities for the period July 1, 2013 through
June 30, 2014. (100% Inmate Welfare fund)
C. 59 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a

contract amendment with Forensic Medical Group to extend the term from July 1,
2013 through June 30, 2014 and increase the payment limit by $532,000.00 to a
new payment limit of $4,032,000, to provide forensic pathology services. (100%
General fund)
C. 60 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Brighter Beginnings Inc., in an amount not to
exceed $463,172, to provide case management services to Cal Learn Program
Participants for the period July 1, 2013 through June 30, 2014, as recommended
by the County Administrator. (85% Federal, 15% State)
C. 61 APPROVE and AUTHORIZE the Chief Information Officer, or designee, to
execute a contract with E-3 Systems in an amount not to exceed $500,000 for
telecommunications support services for the period June 1, 2013 through May 31,
2014. (100% Department User funds)

C. 62 CONFIRM that the Department of Conservation and Development will continue
to deposit all fees collected pursuant to the County's Child Care Facilities
Ordinance into the Child Care Mitigation Trust Fund, and DIRECT the Director
of Conservation and Development to develop the program for expenditure of
those fees for Board of Supervisors' consideration, as recommended by the of
Conservation and Development Director. (100% Developer Fees)
C. 63 APPROVE and AUTHORIZE the Auditor-Controller, or designee, to pay each of
up to eleven In-Home Supportive Services Public Authority Advisory Council
members a stipend of $24 per meeting, not to exceed three meetings per month,
for a 12-month period July 1, 2013 through June 30, 2014, for a total cost not to
exceed $9,504 in stipends, to defray meeting attendance costs as recommended by
the Employment and Human Services Director. (26.5% County, 26.5% Federal,
47% State)
C. 64 DECLARE as surplus and AUTHORIZE the Purchasing Agent, or designee to
dispose of fully depreciated vehicles and equipment no longer needed for public
use as recommended by the Public Works Director, Countywide. (No fiscal

C. 65 AUTHORIZE a General Plan Amendment Study to consider changes to the Land
Use Element and Transportation/Circulation Element for the proposed Saranap
Village Project, located at the intersection of Boulevard Way and Saranap
Avenue, in the unincorporated Walnut Creek area, as recommended by the
Conservation and Development Director. (100% Applicant fees)
C. 66 RECEIVE the July through December 2012 progress report on the Small Business

on November 16, 1999 regarding the issue of homelessness in Contra Costa

C. 68 APPROVE and AUTHORIZE the continuation of administrative support services
to the East Contra Costa Fire Protection District by the County for fiscal year
2013/14, as recommended by the County Administrator. (100% East Contra

C. 69 AUTHORIZE the Chair of the Board of Supervisors to sign the County
Subvention Program Certificates of Compliance for the County Subvention and
Medi-Cal Cost Avoidance Programs as administered by the California
Department of Veterans Affairs, as recommended by the County Veterans Service

C. 70 CONSIDER adoption of Resolution No. 2013/246 to create the Concord Tourism
Improvement District, as recommended by Supervisor Mitchoff. (No fiscal

The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as
the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who
wish to address the Board should complete the form provided for that purpose and furnish a copy
of any written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
