C. 1 APPROVE the Fiscal Year 2012/2013 Conoco/Phillips Ultra Low Sulfur Diesel
Fuel Return-to-Source Fund Allocation in the amount of $60,000 for the Parker
Avenue Landscape Maintenance project, as recommended by Supervisor Glover,
Rodeo, Crockett, Port Costa and Tormey areas. (100% General Fund)

C. 2 APPROVE the Arlington Avenue Curb Ramp project contingency fund increase
of $8,000 for a new contingency fund total of $36,700 and a new payment limit of
$188,702, effective May 14, 2013, for the Arlington Avenue Curb Ramp project,
as recommended by the Public Works Director, Kensington area. (100% Local
Road Funds)
C. 3 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
Amendment No. 1 with Kimley-Horn and Associates, Inc., effective May 1, 2013,
to increase the amount by $50,000 to a new total of $500,000, to provide
additional transportation engineering services for the Bailey Road/State Route 4
Interchange project, with no change in the original term of November 1, 2012
through November 1, 2015, Bay Point area. (69% Measure J - Pedestrian Bicycle
and Trail Facilities Program Funds and 31% Road Funds)

C. 4 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract with Prime Time Entertainment, Inc., in the amount of $4,200 for
musical services, for the period June 1, 2013 through July 30, 2013, Alamo area.

C. 5 APPROVE and AUTHORIZE the Director of Airports, or designee, to submit
Airport Improvement Program (AIP) grant applications to both the Federal
Aviation Administration (FAA) and the California Department of

and $2,500, respectively, to perform a Wildlife Hazard Assessment for the
Buchanan Field Airport and APPROVE and AUTHORIZE the Director of
Airports, or designee, to sign an acceptance of funds under the California Aid to

Stormwater Utility Assessments, as recommended by the Chief Engineer, Flood

Appropriation Adjustments
C. 18 APPROVE Appropriation and Revenue Adjustment No. 5087 authorizing
additional revenue in the amount of $114,312 and appropriating it toward the
funding of the Regional Renewable Energy Program (R-REP) solar installation
refundable deposit of $42,500, the 151 Linus Pauling Drive solar installation
refundable deposit of $5,000, and $66,812 in expenditures for various energy
projects, Countywide. (No fiscal impact)
Intergovernmental Relations
C. 19 AUTHORIZE the Chair of the Board of Supervisors to sign a letter to the Chair of
the Contra Costa Transportation Authority communicating the comments on the
2014 Update to the Countywide Transportation Plan and the Discussion Paper:
Incorporating Sustainability into the 2014 Countywide Transportation Plan, as
recommended by the Transportation, Water & Infrastructure Committee. (No
fiscal impact)
C. 20 ADOPT a position of "Support" for Assembly Bill 935, which would expand

C. 20 ADOPT a position of "Support" for Assembly Bill 935, which would expand
membership of the Board of Directors of the Water Emergency Transportation
Authority to include a resident of Contra Costa County; and Senate Bill 328,
which would provide counties the discretion to utilize "construction manager
at-risk" type construction contracts for public works projects, as recommended by
the Transportation, Water and Infrastructure Committee. (Nominal fiscal impact)

C. 21 ADOPT Position Adjustment Resolution No. 21282 to cancel one Administrative
Services Officer position (unrepresented) and cancel one Assistant County
Registrar position (unrepresented) in the Clerk-Recorder-Elections Department.

C. 22 ADOPT Position Adjustment Resolution No. 21274A to amend the effective date
of Position Adjustment Resolution No. 21274, which reduced the hours of one
Deputy District Attorney-Basic Level (represented) position and its incumbent,
from April 23, 2013 to February 23, 2013. (Cost savings)
C. 23 ADOPT Position Adjustment Resolution No. 21286 to add one Health Plan
Member Services Counselor position (represented) in the Health Services

Technician position (represented) and cancel vacant Clerical Supervisor

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 27 APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept

a grant in the amount of $1,000 from the Pleasant Hill Community Foundation to

C. 28 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with the California Department of Health Care Services,to pay
the County up to $10,500,000 for the Medi-Cal Administrative Activities
Program, for the period of July 1, 2012 to June 30, 2015. (No County match)
APPROVE and AUTHORIZE execution of agreement between the County and the
following parties as noted for the purchase of equipment and/or services:
C. 29 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Maxim Healthcare Services, Inc. in an amount not to
exceed $1,200,000, to provide temporary registry services at Contra Costa
Regional Medical and Health Centers, for the period April 1, 2013 through March
31, 2014. (100% Enterprise Fund I)
C. 30 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with the Regents of the University of California,
Davis, in an amount not to exceed $323,500, including modified mutual
indemnification language, to provide Child Welfare, Eligibility, and Community
Service Training for the period July 1, 2013 through June 30, 2014. (16% State,
84% Federal)
C. 31 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the
Employment and Human Services Department, to execute a purchase order with
OmniPro, Inc., of San Francisco Information Technology Unit, in the amount not
to exceed $2,417,063 to purchase 380 personal computers. (10% County; 45%
State; 45% Federal)
C. 32 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Public Health Foundation Enterprises, Inc., in an amount
not to exceed $903,868, to provide consultation and technical assistance with
regard to community health promotion for the Partnership for Public Health
Program, for the period July 1, 2013 through June 30, 2014. (58% Federal
Bioterrorism Grant, 6% Public Health Laboratory, 8% Health Care Interpreter
Network Reimbursement, 28% budgeted County funds)
C. 33 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
software license and support agreement with Vigilant Solutions, Inc. in an amount
not to exceed $100,000 for the license and support of video analytics software
for the period of April 9, 2013 through April 8, 2014. (100% General Fund)

C. 34 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on
behalf of the Chief Information Officer, a purchase order with Oracle USA, Inc.,
in an amount not to exceed $185,000 for software licensing, technical support and
maintenance County's payroll system, for the period July 1, 2013 through June
30, 2014.

C. 35 AUTHORIZE the Auditor-Controller to transfer $259,000 from the Park
Dedication Trust Fund to the Public Works Department to landscape
County-owned property located along the Iron Horse Corridor, as recommended
by the Conservation and Development Director. (100% Park Dedication Trust
Funds)
C. 36 APPROVE and AUTHORIZE the submittal of the Contra Costa County Area
Agency on Aging 2013-2014 Area Plan Update to the California Department of
Aging and AUTHORIZE the Chair, Board of Supervisors to sign the Letter of
Transmittal, as recommended by the Employment and Human Services Director.
C. 37 APPROVE the list of providers recommended by the Contra Costa Health Plan's
Peer Review and Credentialing Committee at their April 9, 2013 meeting, and by
the Health Services Director, as required by the State Departments of Health Care
Services and Managed Health Care, and the Centers for Medicare and Medicaid
Services.
C. 38 APPROVE and AUTHORIZE Chair of the Board of Supervisors to sign a letter to
the Metropolitan Transportation Commission on Draft Plan Bay Area, a
sustainable communities plan that relies on long-range forecasts of land use and
transportation needs and revenues, as recommended by the Transportation, Water
and Infrastructure Committee. (No fiscal impact)
C. 39 ACCEPT quarterly report of the Post Retirement Health Benefits Trust
Agreement Advisory Body, as recommended by the Post Retirement Health
Benefits Trust Agreement Advisory Body.
GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as
the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who
wish to address the Board should complete the form provided for that purpose and furnish a copy
of any written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a

member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of
