SUBJECT: City-County Legislative Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Endorse the legislative program approved by the Contra Costa County
Mayors Conference including as primary objectives: (1) a stable source
of funding local governments and (2) transportation systems improvement
(increase local gas tax for maintenance) and secondary issues including
(1) oppose binding arbitration legislation, (2) need for tort liability
reform and (3) concern for disability retirement rising costs.
BACKGROUND:
At the November meeting of the County Mayors Conference members of
the Board agreed to pursue jointly with the cities common legislative
interests. The Public Managers Association, including City Managers and
myself, met to discuss this issue and a report was sent to the Mayors
Conference at their January meeting. The conference endorsed the following
issues:
Primary Issues: (1) a stable source of funding local governments
and (2) transportation systems improvement (increase
local gas tax for maintenance) .
Secondary Issues: (1) oppose binding arbitration legislation,
(2) need for tort liability reform and
(3) concern for disability retirement rising
costs.
As a follow up of this decision City officials joined County and
other local government members of a former Project Independence Steering
Committee and met with legislators in Sacramento on January 26. This
meeting focused exclusively on the highest priority issue--that of a
stable source of funding for local governments.
At the April meeting of the Mayors Conference in Danville the
Conference will host its second annual meeting with private sector
representatives. This meeting will focus on the legislative issues
outlined above.

paralleling those of the Mayors Conference 1984 legislative program, it
is suggested that you endorse this program in order to present a united
front to private sector representatives and the Legislature as to key
issues facing local government.
