Wingett, County Administrator Contra Costa DATE: February 22, 1984 County SUBJECT: Application for Mental Health "Jobs Bill " Funds SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve and authorize Acting Health Services Director to submit to the State Department of Mental Health application for 1983-1984 federal "Jobs Bill" funds (P.L. 98-8) in the amount of $21 ,140 to fund programs designed to address the mental health consequences of unemployment. BACKGROUND: The federal "Jobs Bill " (p.L. 98-8) allocated funds for a variety of services related to dealing with unemployment, including the mental health impacts of unemploy- ment. Contra Costa County has received an allocation of $21 ,140 in one-time Jobs Bill money. These funds must be spent by June 30, 1984. The Health Services Department is recommending that we apply for these funds to be used in the following ways: 1 . The County would contract with an individual with expertise in planning and program development to (a) develop a system for coordinating currently fragmented supportive mental health services to increase visibility and accessibility; (b) assess needs and implement additional services in areas. such as specialized counseling for the unemployed through public and private providers, self-help support groups; (c) policy recommendations to maintain programs as needed. Allocated $7420 (salary and supplies) 2. Contra Costa Crisis and Suicide Intervention, Inc. Expand "ASK FOR US" Program which recruits, trains, and supervises community volunteers to provide face-to- face supportive counseling and referral for unemployed persons to serve the East Region of the County. This program .is currently operating in space with other in-kind supports in the Pleasant Hill E.D.D. office. East County continues to experience high unemployment and industry layoffs. Allocated $4720 (staff salary and operating expenses) 3. Many Hands, Inc. Continuation of work counselor position in Sheltered Workshop program for adults with mental health problems. Allocated $3000 (salary plus fringe for staff position) 4. Rubicon Programs, Inc. Rubicon Employment Assistance Program will extend the Time for a staff position to provide support group activities, individual counseling, unemployment survival skills training, etc. Allocated $3000 (staff salary and operating expenses) 5. Phoenix Programs, Inc. Extend staff availability for Phoenix Enterprises, a Sheltered Workshop for mentally ill adults residing in Concord.
