a contract with LSA Associates, Inc., in an amount not to exceed $186,000 for the
period of April 25, 2013 through April 24, 2015, to provide environmental
services for the Marsh Creek Road Bridge Replacement project, Clayton area.

C. 2 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
the Temporary Construction Permit and Sidewalk Conform with SVF Oak Road

C. 16 APPOINT Robert Larson to the Pleasant Hill Local Committee Seat on the
Advisory Council on Aging, as recommended by the Employment and Human
Services Director.
C. 17 ADOPT revisions to the bylaws of the Arts and Culture Commission of Contra
Costa County to add At-Large 3 seat and delete the Alternate seat, and
TRANSFER Geoffrey Meredith to the new At-Large 3 seat for a term expiring on

Revenue Adjustment No. 5078 authorizing new revenue in the amount of
$1,891,987 from California Health Benefit Exchange, and to provide funding for
operations and support of the Contra Costa County Covered California Call

Grants & Contracts
APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 28 APPROVE and AUTHORIZE the District Attorney, or designee, to execute a
contract, including any extensions or amendments thereof pursuant to state
guidelines, with the State Victim Witness Compensation and Government Claims
Board in an amount not to exceed $154,296 to fund a Victim Witness Assistance
Program Specialist position for the period July 1, 2013 through June 30, 2016.

C. 29 APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept
a grant in the amount of $10,000 from Target Corporation to provide early
childhood reading materials, equipment and programs for the period September 1,

C. 30 APPROVE and AUTHORIZE the Health Services Director, or designee, to accept
a grant award from Employment & Human Services Department, Community
Services Bureau, for Community Services Block Grant Program funding, to pay
the County an amount not to exceed $24,000, to operate the Calli House Youth
Shelter in Richmond, and AUTHORIZE the purchase of up to $5,000 from this
amount for the purchase of gift cards, for the period from January 1, 2013 through
December 31, 2013. (No County match)
C. 31 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract Amendment with the Contra Costa Community College District to pay
the County an additional amount of $138,781 not to exceed $273,656 to provide
educational course instruction at the Law Enforcement Training Center for the
period July 1, 2012 through June 30, 2013. (100% Law Enforcement Enterprise
Fund, no County match)
APPROVE and AUTHORIZE execution of agreement between the County and the
following parties as noted for the purchase of equipment and/or services:

C. 43 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Medtox Laboratories, Inc., in an amount not
to exceed $225,000, to provide Child Welfare mandated drug testing services for
the period July 1, 2013 through June 30, 2014. (30% County, 70% State)
C. 44 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with FamiliesFirst, Inc., dba EMQ FamiliesFirst, in
an amount not to exceed $647,200, to provide Kinship Support Services for the
period July 1, 2013 through June 30, 2014. (66% State, 20% Federal, 14%

C. 45 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with FamiliesFirst, dba EMQ FamiliesFirst in an
amount not to exceed $509,495 to provide family preservation services for the
period July 1, 2013 through June 30, 2014. (47% State, 20% County; 33%
Federal)
C. 46 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with CJS Solutions Group, LLC, effective
September 1, 2012, to increase the payment limit by $200,000 to a new payment
limit of $8,225,000 to allow the Contractor to be reimbursed for expenses
incurred during the provision of mutually agreed services for the implementation
of the Epic Electronic Health Record System, with no change in the original term
of July 1, 2011 through December 31, 2012. (100% Medicaid Electronic Health
Records Incentive Program of the American Recovery and Reinvestment Act)
C. 47 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with Advent Advisory Group, LLC, effective
February 1, 2013, to modify the payment provisions and service plan to make
technical adjustments, with no change in the payment limit and no change in the
original term of October 1, 2011 through September 30, 2013. (100% Member
Premiums)

C. 48 APPROVE and AUTHORIZE the Health Services Director, or designee, to
relinquish grant funds for a Health Resources and Services Administration
(HRSA) grant to remodel a portion of the Contra Costa Regional Medical Center.

C. 49 ACCEPT report and APPROVE recommendations on a work program and
timeline for the 2013 Northern Waterfront Economic Development Initiative, as
recommended by the Transportation, Water 7 Infrastructure Committee. (No
additional fiscal impact)
C. 50 ADOPT Resolution No. 2013/161 accepting as complete the construction contract
work performed by CEM Builders Inc. dba Tucker Engineering for Trade
Package 4C, consisting of earthwork phase 2 for the West County Health Center
project, 13601 San Pablo Avenue, San Pablo, for the Health Services Department,
as recommended by the Public Works Director, Countywide. (No fiscal impact)
C. 51 ADOPT the County's 2013/14 State Controller's Recommended Budget
Schedules for Countywide Funds and Special Districts, as recommended by the
County Administrator.
C. 52 CONTINUE the emergency action originally taken by the Board of Supervisors
on November 16, 1999 regarding the issue of homelessness in Contra Costa
County, as recommended by the Health Services Director. (No fiscal impact)
GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as
the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who
wish to address the Board should complete the form provided for that purpose and furnish a copy
of any written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of

The Airport Committee (Supervisors Karen Mitchoff and Mary N. Piepho) meets quarterly on

The Family and Human Services Committee (Supervisors Candace Andersen and
Federal D. Glover) meets on the first Monday of the month at 1:00 p.m. in Room 101, County

The Finance Committee (Supervisors Federal D. Glover and John Gioia ) meets on the second
