APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 25 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with the City of Concord, to pay the County an amount not to
exceed $48,193, for the Public Health Division’s Concord Bicycle and Pedestrian
Safe Routes to Transit Project, for the period from August 6, 2014 through
February 28, 2017. (No County match)
C. 26 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a

contract with the Alameda-Contra Costa Transit District, including modified

APPROVE and AUTHORIZE execution of agreement between the County and the

amount not to exceed $158,423, to provide domestic violence support services to
California Work Opportunity and Responsibility to Kids (CalWORKS)

construction contract with John Pope Construction in the amount of $434,765 for

Director, or designee, to amend and execute a loan agreement providing $227,000
in Community Development Block Grant (CDBG) funds to Bella Monte
Apartments, L.P., for security improvements to the Bella Monte Apartments

C. 30 APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and
accept a grant for the Pittsburg Library in the amount of $5,900 from the American
Library Association, under an initiative made possible by Dollar General Literacy
Foundation, to provide English language adult literacy materials along with
English conversation summer programs, for the period June 1 through August 31,
2015. (No County match)
C. 31 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health
Services Department, to execute a purchase order amendment with Hardy
Diagnostics Inc. to increase the amount payable by $60,000 for a new total of
$159,900 for media and other supplies for the Clinical Laboratory at Contra Costa
Regional Medical, with no change in the original term from July 1, 2014 through
June 30, 2015. (100% Enterprise Fund)
C. 32 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health

Services Department, to execute a purchase order amendment with Sanofi Pasteur,

purchase of vaccines and injectable medications at Contra Costa Regional Medical
Center and Health Centers, for the period September 1, 2014 through December
31, 2014. (100% Enterprise Fund I)
C. 33 APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health
Services Department, to execute a purchase order amendment with Curascript Inc.,
to add $100,000 for a new total of $400,000, for hormone implants to be used at
the Contra Costa Regional Medical Center and Health Centers, for the period
October 1, 2014 to May 31, 2015. (100% Enterprise Fund I)
C. 34 APPROVE and AUTHORIZE the Conservation and Development Department
Interim Director, or designee, to accept the terms of, and execute, the State
Department of Housing and Community Development Subordination Agreement
and Estoppel Certificate for the Lafayette Senior housing (Lafayette), and the
Berrellesa Palms senior housing (Martinez) projects, as recommended by the
Conservation and Development Department Interim Director. (100% Federal

C. 35 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with STAND! For Families Free of Violence, in an amount not
to exceed $1,380,000 to provide Therapeutic Behavioral Services and Respite and
Mentoring Services including the Child-Parent Enrichment Project, for the period
July 1, 2014 through June 30, 2015, with a six-month automatic extension through
December 31, 2015 in an amount not to exceed $690,000. (50% Federal Financial
Participation; 50% Mental Health Realignment)

C. 36 ACCEPT the September 2014 update of the operations of the Employment and
Human Services Department, Community Services Bureau, as recommended by
the Employment and Human Services Department Director.
C. 37 PROVIDE a one-time lump sum ratification payment of $750 to Lynne
Simoncini-Sarmiento (represented), as recommended by the County
Administrator.
C. 38 ACCEPT a report from the Employment and Human Services Department,
Community Services Bureau, on the activities and achievements of the Bureau
over the past year as recommended by the Family and Human Services
Committee.
C. 39 CONTINUE the emergency action originally taken by the Board of Supervisors on

C. 41 AUTHORIZE relief of cash shortage in Fund 120600 - Antioch Library, in the
amount of $336.65, as recommended by the Auditor-Controller. (100% Library
Fund)
C.42 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a PG&E Interconnection Agreement for Net Energy Metering of Solar or Wind
Electric Generating Facilities of 1,000 kW or Less, Other Than Facilities of 30kW
or Less for the Solar Photovoltaic Installation at 151 Linus Pauling Drive,
Hercules, for Employment and Human Services Department. (50% Greenhouse
Gas Reduction Grant, 50% Employment and Human Services)
GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the
Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to
address the Board should complete the form provided for that purpose and furnish a copy of any
written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
