2015/16 Appropriation and Revenue Adjustment No. 5068 authorizing new
revenue in the amount of $834,506 from Federal Aviation Administration (FAA)
Grant funds, $41,725 from matching Caltrans Grant funds, and $50,998 from the
Airport’s Capital Maintenance Reserve Fund, and appropriating $927,229 to add
the Byron Airport Pavement Rehabilitation, Reconstruction and Sign

Taxiway Echo & Kilo Improvement Project with Federal Aviation Administration
(FAA) Grant, matching Caltrans Grant and Airport’s Capital Maintenance
Reserve Fund; and (2) $650,000 for the Buchanan Field East Ramp
Pavement/Reconstruction Project from the Airport Capital Maintenance Reserve

apply for and accept the FY 2016 Coverdell Forensic Science Improvement

C. 40 APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to
execute a contract with the California State Department of Food and Agriculture
to pay the County an amount not to exceed $358,742 for inspection activities
performed at parcel sectional centers for the period July 1, 2016 through June 30,

C. 41 APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to
execute a contract with the California Department of Food and Agriculture to pay
the County an amount not to exceed $5,100 for regulatory inspections for the
Organic Program for the period July 1, 2016 through June 30, 2017. (No County

C. 42 APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to
execute a contract with the California Department of Food and Agriculture to pay
the County an amount not to exceed $18,564 to provide market and production
site inspections for the Certified Farmers Market Inspection Program for the

C. 43 APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to
execute a contract with the California Department of Food and Agriculture to
reimburse the department in an amount not to exceed $938 for performance of
nursery inspections and enforcement activities for the period July 1, 2016 through
June 30, 2017. (No County match)
C. 44 ADOPT Resolution No. 2016/352 approving and authorizing the District
Attorney, or designee, to submit an application and execute a grant award
agreement and any extensions or amendments thereof, pursuant to State
guidelines, with the State of California, Department of Insurance for the Life and
Annuity Consumer Protection Program in the amount of $91,725 for the
investigation and prosecution of consumer fraud cases for the period July 1, 2016
through June 30, 2017. (100% State)
C. 45 ADOPT Resolution No. 2016/357 approving and authorizing the Sheriff-Coroner
or designee, to apply for and accept a California Department of Boating and
Waterways Surrendered and Abandoned Vessel Exchange grant in an initial
allocation of $220,000 for the abatement of abandoned vessels and the vessel turn
in program on County waterways for the period beginning October 1, 2016
through the end of the grant funding availability. (90% State, 10% County match)
C. 46 APPROVE and AUTHORIZE the Conservation and Development Director, or

C. 47 ADOPT Resolution No. 2016/342 approving and authorizing the District
Attorney, or designee, to submit an application and execute a grant award
agreement and any extensions or amendments thereof, pursuant to State
guidelines, with the State Department of Insurance for the 2016/17 Workers'
Compensation Insurance Fraud Prosecution Program in an amount not to exceed
$1,136,223 for the investigation and prosecution of workers' compensation fraud
cases, for the period July 1, 2016 through June 30, 2017. (100% State)
C. 48 APPROVE and AUTHORIZE the Interim County Probation Officer, or designee,
to execute a contract with the County of Del Norte, including modified
indemnification language, for the placement of wards at the Bar-O Boys Ranch at
the rate of $3,300 to $3,500 per ward per month for the period February 1, 2016

C. 49 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to accept Department of Social Services, Refugee Programs Bureau
funding in an amount not to exceed $100,000 for services to address the unique
needs of refugees who are preparing for and seeking employment and

C. 50 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with the California Department of Public Health, to pay the
County an amount not to exceed $1,138,035 for the County’s Public Health HIV
Prevention Services Project, for the period January 1, 2016 through December 31,

C. 51 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment, effective March 11, 2016, with
California Department of Community Services and Development, to increase the
payment limit to the County by $1,554,308 to new payment limit of $3,481,007
for Low Income Home Energy Assistance Programs, with no change to term of
January 1, 2016 through January 31, 2017. (No County match)
C. 52 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a
contract with the California Commission on Peace Officer Standards and
Training, including full indemnification of the State of California, to pay the
County an initial amount of $110,000 to provide Emergency Vehicle Operations
Course instruction for the period July 1, 2016 through June 30, 2017. (100%

designee, to execute a contract with STAND! For Families Free of Violence in an
amount not to exceed $150,000 to provide Child Welfare Redesign Differential
