APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:

to provide books and a performer for the San Pablo Library, for the period July 1

software technical support and maintenance for the County's automated time
keeping system for the renewal period July 1, 2017 through June 30, 2018. (100%

designee, to execute a contract amendment, effective April 1, 2017, with the
Contra Costa Family Justice Alliance, to increase the payment limit by $25,431 to

violence and their families and additional training to Family Justice Center
partners, for the period July 1, 2016 through June 30, 2017. (100% County

Legal Aid, to increase the payment limit by $24,210 to a new payment limit of

C. 36 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment, effective April 1, 2017, with
Community Violence Solutions, to increase the payment limit by $6,000 to a new
payment limit of $202,802 for updated security equipment and software for the
protection of sexually exploited clients receiving crisis intervention and advocacy
services, for the period July 1, 2016 through June 30, 2017. (41% County; 52%

C. 37 APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with Child Abuse Prevention Council in an amount
not to exceed $1,277,562 to provide child abuse prevention services for the period

C. 38 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment, effective March 1, 2017, with Rebecca Vesely, to

provide additional hours of consulting and technical writing assistance services to
County Hospital improvement projects, with no change in the original term of

C. 40 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract amendment with John Finger (dba Finger Art and Design), to extend the

to provide assistance with the development, administration, and implementation of
graphic design projects related to meeting the provisions of the County’s
Municipal Stormwater National Pollutant Discharge Elimination System permit,

C. 41 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Public Health Foundation Enterprises, Inc., in an amount
not to exceed $987,841 to provide consultation and technical assistance on
community health promotion for Public Health’s Health Emergency Unit and
Health Services Emergency Medical Service Unit, for the period July 1, 2017
through June 30, 2018. (100% Center for Disease Control)
C. 42 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a Consulting Services Agreement with Vanir Construction Management, Inc.,
subject to approval by the County Administrator and approval as to form by
County Counsel, in an amount not to exceed $6,000,000, for construction
management services for the New Administration Building and the New
Emergency Operations Center/Public Safety Building Projects, Martinez area.

execute a contract with California Eye Clinic in an amount not to exceed
$1,000,000 to provide ophthalmology, optometry and ambulatory surgery center

period May 1, 2017 through April 30, 2019. (100% Contra Costa Health Plan

C. 44 APPROVE and AUTHORIZE the Chief Information Officer-Department of
Information Technology, or designee, to execute a contract with Radiant RFID,
LLC, in an amount not to exceed $65,000 for the purchase of a radio-frequency
asset management platform, including implementation services, hosting, and
software support, for the period May 9, 2017 through May 8, 2019. (100%

dispose of fully depreciated vehicles and equipment no longer needed for public
use, as recommended by the Public Works Director, Countywide. (No fiscal

C. 47 APPROVE the transfer of ownership of Church Lane Apartments in San Pablo
and Idaho Apartments in El Cerrito (the Project) to a new limited partnership; and
APPROVE the modification of the terms of existing County loans as part of the
refinancing of the Project, as recommended by the Conservation and Development
Director. (100% Federal funds)
C. 48 APPROVE and AUTHORIZE the Health Services Department to host PRIME
Team Learning Session 6 (scheduled for October 2 and 3, 2017) including
estimated expenditures of $7,170 and departmental staff time for the event
preparations and attendance at the training sessions. (100% Hospital Enterprise

C. 49 REFER to the Finance Committee the issue of exploring revenue opportunities
from Airbnb (short-term lodging) rentals and similar electronic hosting platforms
rentals in the unincorporated areas, as recommended by Supervisor Gioia. (No

C. 50 ADOPT Resolution No. 2017/133, which supersedes Resolution No. 2016/554
regarding compensation and benefits for the County Administrator, County
Elected and Appointed Department Heads, Management, Exempt, and
Unrepresented employees, to reflect changes, as recommended by the County
Administrator.

The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the
Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to
address the Board should complete the form provided for that purpose and furnish a copy of any
written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 96 hours prior to that meeting are available for public inspection at 651 Pine Street, First
Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the Board votes on the motion to

adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After

The Airport Committee (Supervisors Karen Mitchoff and Diane Burgis) meets on the fourth
