RESOLUTION NO. 84/ 99
SUBJECT: Indicate County Position on the Walnut Creek Basin Investigation
to California Water Commission Re: FY-1984-85 Federal Appropriation, Central
County Area.
WHEREAS the California Water Commission has requested that this Board
indicate its position with regard to the Corps of Engineers ' Walnut Creek Basin
Investigation Project; and
WHEREAS the Chief Engineer is preparing engineering draft environmental
impact reports for six of the ten projects identified for investigation; and
WHEREAS the cost of said reports is being borne by the Flood Control District
as a local cost; and
WHEREAS the construction of the improvements proposed in said reports
will provide needed drainage for the areas under study; and
WHEREAS the Chief Engineer has reported that plans and preliminary material
for three of the projects have already been submitted to the. Corps of Engineers
for their commencement of the review process, that the final plans and reports
for all six projects will be completed and submitted to the Corps of Engineers
before March 1 , 1985, and that a federal budget appropriation of $200,000 for
FY 1984-85 is needed to provide the Corps of Engineers with a staff capability
to review said plans and reports.
NOW THEREFORE BE IT RESOLVED that this Board, as the Board of Supervisors
of Contra Costa County and as the governing body for the Contra Costa County
Flood Control and Water Conservation District, hereby AFFIRMS its support for
the Walnut Creek Basin Investigation Project and REQUESTS that the California
Water Commission support a Federal appropriation of $200,000 in FY 1984-85 for
said project.
BE IT FURTHER RESOLVED that Milton Kubicek is AUTHORIZED to present the
Board's position to the California Water Commission at its meeting of March 2,
1984.

RESOLUTION NO. 84/ 100
SUBJECT: Indicate County Position on the Wildcat-San Pablo Creeks Project
and Request California Water Commission Support of FY 1984-85 Federal Appropriation
for Same, Richmond Area. Project No. 7505-6178186
WHEREAS this Board, through numerous past resolutions, has indicated its
support for the Wildcat-San Pablo Creeks Project and had requested of the California
Water Commission in Resolution No. 83/1067 that they recommend to Congress a
Federal appropriation of $4,000,000 for Fiscal Year 1984-85 for construction
of the first phase of improvements on Wildcat and San Pablo Creeks by the Corps
of Engineers; and
WHEREAS the construction of said improvements is needed to provide flood-free
land necessary for the improvement of the social and economic welfare and qual.ity
of life for the residents of the area; and
WHEREAS the community has expressed and continues to express an overwhelming
support for said improvements; and
WHEREAS the Chief Engineer has reported that the Corps of Engineers schedule
for preparation of the project Design Memorandum and Environmental Impact Statements
precludes start of construction on the first phase of improvements until August,
1985, that the President's Fiscal Year 1984-85 Budget contains only $500,000
for said project and that the appropriation does not call for construction of
improvements; and
WHEREAS the Chief Engineer has recommended that the requested federal
appropriation of $4,000,000 in Fiscal Year 1984-85 be reduced to $1 ,000,000
to reflect the anticipated delay in completion of the planning process and that
Congress be strongly urged to approve this project for construction and to establish
the project local cost share criteria;
NOW THEREFORE BE IT RESOLVED that this Board, as the Board of Supervisors
of Contra Costa County and as the governing body of the Contra Costa County Flood
Control and Water Conservation District, hereby AFFIRMS its support for the Wildcat-
San Pablo Creeks Flood Control Project and REQUESTS the California Water Commission
to recommend to Congress that the project be approved for construction immediately
upon filing of the Environmental Impact Statement, that a federal appropriation
of $1,000,000 for Fiscal year 1984-85 be made for said work, and that they establish
the project local cost share criteria.
BE IT FURTHER RESOLVED that Milton Kubicek is AUTHORIZED to present the
Board's position to the California Water Commission at its meeting of March 2,
1984.
