SUBJECT: AMENDING CHILD CARE INSTITUTION RATE SCHEDULE
(Board Resolution No. 83/892) RESOLUTION NO. 84/108
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION: Amending Child Care Institution Rate Schedule Board Resolution
83/892 establishing rates to be paid to child care institutions for FY 1983-84
to include Martinez Foster Family Home at $600 per month, Linda's at $950 per
month, and Morgan Family Home at $825 per month, effective at the time of the
Board action.
BACKGROUND:
Morgan Family Home, #7 Encina Place, Pittsburg, California is licensed by
the State Department of Social Services as a Small Family Home for six children
of either sex, ages 0 - 18. Ambulatory, developmentally disabled children
are admitted. This non-profit home contmins four bedrooms and is staffed by the
owner and a full-time housekeeper.
The minor, who we wish to place in this facility, is a 13-year old autistic
child who is beyond the care that can be provided by the current 70-year old
foster parents. This child functions at the 2-year old level and needs the care
and stimulation that can be provided in the Morgan home. Therefore, we are
requesting the Board approve the rate of $825 and add this facility to the child
care institution list.
Linda's, 254 Foothill, Napa, California is licensed by the State Department
of Social Services as a Small Family Home for two (2) children of either sex, ages
0 - 18. Ambulatory, mentally handicapped and/or developmentally disabled children
are accepted. This home contains two bedrooms and is staffed by the owner/operator.
The program centers around special structured supervised environment to complement
the child's out-patient therapy and Special Education.
The minor, age 11, who we wish to place in this facility, is currently at
Napa State Hospital where he has been since June, 1982. He is awaiting discharge
and placement in this facility will allow the child to continue in the Special
Education Program and out-patient therapy. Therefore, we are requesting the
Board approve the rate of $950 and add this facility to the child care institution
list.
Martinez Foster Family Home, 1484 Koosed Road, San Jose, California 95118, is
licensed by Santa Clara County Department of Social Services and as a Foster Family
Home for six children of either sex, ages 0 - 18. Sexually molested children are
accepted. This home contains 5 bedrooms and is staffed by a husband-wife owner/
operator. The program centers around involvement with children's individual needs
and goals, working with other professionals, daily living and socialization skills.

The minor, age 17, was placed in this facility by Santa Clara County Department
of Social Service. The parents have moved to Contra Costa County and jurisdiction
has been transferred to Contra Costa County. It is important for this child to
continue in Special Education classes and complete the emancipation program in
this home. Therefore, we are requesting the Board approve the rate of $600 and add
this facility to the approved list.
