SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE and APPROVE the Employment and Human Services Director, or designee, to
execute a contract amendment with FamiliesFirst, Inc., a Non-Profit Corporation, effective July 1,
2007 to decrease the payment limit by$12,000 to a new payment limit of$774,000 with no
change in the term of July 1, 2007 through June 30, 2008 to provide Family Preservation and
Differential Response Program services.
FISCAL IMPACT:
$596,000: State Family Preservation; 30% County: 70% State
$138,000: Promoting Safe and Stable Families; 100% Federal
$40,000: Child Welfare Differential Response; 100% State

SUBJECT: Amend Contract with FamiliesFirst, Inc., for Family Preservation and
Differential Response Program Services
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families."
BACKGROUND:
FamiliesFirst, Inc. was selected from a competitive procurement, Request for Proposal (RFP)
#1076, to operate an Intensive Family Preservation Program designed to provide intensive,
individualized, in-home family preservation intervention with a potential for individualized time
limited aftercare to assist families who are at risk of entering the Child Welfare System. This
contract also has a Differential Response service component. Through this contract, supportive
and preventive services are provided to at risk families to ensure that children are safe, and
prevents, when possible, out-of-home placements.
Funding for Promoting Safe and Stable Families was reduced by eight percent (8%). As a
result, the PSSF portion of the contract ($150,000) is decreased by$12,000 to reflect the 8%
reduction in funding.
