SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENT WITH
FIRST BAPTIST CHURCH OF PITTSBURG FOR HEAD START
PROGRAM SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to execute a contract amendment with First Baptist Church of
Pittsburg, effective September 11, 2007, to increase the payment limit by
$28,228 for a new payment limit of$1,918,099 with no change in the term of
January 1, 2007 through December 31, 2007 to account for the FY 2007
cost-of-living adjustment provided by the Administration for Children and
Families (ACF). (Budgeted, Federal Funds) (District V)
FISCAL IMPACT:
Funds for this proposed agreement is already reflected in the Department's FY 2007-08
budget. There is no net County cost to this agreement.

First Baptist Head Start COLA amendment September 11, 2007
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
On November 14, 2006, the Board of Supervisors approved a contract with First Baptist
Church of Pittsburg to continue as the County's Head Start Delegate Agency and
provide early care and education services in the East County community. Approval of
that contract provides services to 257 program eligible children ages three (3) to five (5)
years both for full-day and part-day childcare.
This proposed amendment increases the funds for this contract and passes on to the
delegate agency the FY 2007 cost-of-living adjustment received by the County from the
Administration for Children and Families (ACF).
