SUBJECT: AN AGREEMENT WITH CALIFORNIA DEPARTMENT OF EDUCATION
FOR STATE PRESCHOOL SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and'AUTHORIZE the Employment & Human Services Director, or designee,
to execute and submit a State Standard Agreement to accept funding from the
California Department of Education, in an amount not to exceed $605,125 for state
preschool services for the period July 1, 2007 through June 30, 2008. (All Districts)
FISCAL IMPACT:
County to receive $605,125 from the California Department of Education, Agreement
Number CPRE 7031. No net County cost .

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
Approval of this State Standard Agreement CPRE 7031 with the California Department
of Education will allow for continued state preschool services to be provided by Contra
Costa County. These services fill a vital need for working families in Contra Costa
County by offering high quality early childhood education, nutrition and health services
to parents who are either working or in school, and are in need of childcare for their pre-
school age children.
