Wingett, County Administrator c 'lra Costa DATE: February 15, 1984 CQu / SUBJECT: Legislation: AB 2369 (Floyd) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in opposition to AB 2369. BACKGROUND: AB 2369, by Assemblyman Floyd, would require an employer to allow peace officer employees to donate up to 16 hours a year in earned vacation or overtime to a peace officer time bank. The designated employee organization would be able to free a peace officer from duty over the objections of management to engage in activities for the employee organization to the extent that there was still time available in the time bank. The only exception to the organization's ability to require that a peace officer be .'freed from duty would be an instance where doing so would threaten the public safety. Sheriff Richard Rainey is opposed to AB 2369 on the basis that it further erodes management's ability to control and assign staff as may be required by circumstances. Sheriff Rainey recommends that the Board of Supervisors also oppose AB 2369.
