HomeMy WebLinkAboutRESOLUTIONS - 09012004 - 70-717 IN THE BOARD OF SUPERVISORS OF COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA In the Matter of Proposed } Federal Ceiling on Public } Assistance Administrative } RESOLUTION N4. 74/717 Expenditures . } �MEREA.S this Berard has heretofore opposed the imposition of a f'eaoral budget coiling on administrative expenditures for public assistance programs as proposed by the President of the United Statins, and WHEREAS such a limitation has again been proposed, although at a higher percentage level, by the U. S. Senate Committee on Appropriations; and VMEREAS required administrative expenditures vary in pro-- portion to welfare case loads and standards and administrative requirements and are not predictable from year to year in terms of an arbitrary percentage ceiling; and WHEREAS the imposition of the proposed ceiling will result in an even more onerous burden upon property owners (who are already very heavily taxed for public education, public protection, and publicassistance purposes) if administrative subventions based upon percentages are inadequate in terms of case loads and standards; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY' OF CONTRA COSTA, CALIFORNIA RESOLVED that it strongly apposes the application of ceilings on public. assistance administrative expenditures and urges Senators George Murpny and Alan Cranston and Congressman Jerome R. Waldie to work vigorously in opposition to said proposal, and Bi'. IT BY THE BOARD FURTHER RESOLVED that an additional copy of its Resolution No. 74/336 of June 9. 1974 be forwarded with this resolution by the Clerk of the Beard to Senators Murphy and Cranston and Congressman Waldie to emphasize the opposition of this Board to aforesaid proposed' administrative expenditure ceilings. PASSED and. ADOPTED this 27th day of October, 1970 by the following vote of the Board; AYES. Supervisors J. P. Kenny, A. M. Dias, J. E. Moriarty, E., A. Linschaid, T. J. Coll. NOES. None.
