Matter of Endorsing } Passage of Proposition Number 1 } RESOLUTION N ABER 70/715 on the November 3, 1970 Ballot. } } WHERFAS this Board has received a letter from ;'r. C. W. Queale, representative of the Californians for Clean =Mater, requesting endorsement of Proposition Plumber l on the November 3, 1970 ballot which, if approved, would authorize the sale of bonds in the amount of $250,000,000 to finance in part the billion dollar program of the State for construction of local sewage treatment facilities; and xRs local governments urgently need financial assistance to build more and better sewage treatment facilites; and WHEREAS, passage of this measure would cut the local share costs for construction of said facilities by the amount of State grants and would insure the availability of additional federal grants'; and 4H-R.iRAS local public agencies, tweed State assistance to build facilities which will comply with requirements imposed by State agencies; and WHEREAS interest rates charged to the State are generally lower than those which municipalities and distridt_s are able to secure when they market bonds; and WHEREAS future ,generations will benefit significantly from said treatment facilities and it is equitable that they should share in paying the casts of bond principal and interest over a period of years; and �RIIERFAS the need for environmental improvement and pollution control is critical; NOW, THEREFORE, BE IT BY TNI,S BOARD RESOLVED that it strongly endorses passage of Proposition Number 1 and urges the citizens of Contra Costa County to vote favorably on said proposition.
