IN THE BOARD OF SUPERVISORS

CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Opposing )
Passage of Proposition 20 ) RESOLUTION NO. 70/70 .
on the November 3, 1970 Ballot. )
WHEREAS this Board on October 20, 1970 referred to the
Contra. Costa. County Water Agency and to the Contra Costa County Recre-
ation and Natural Resources Commission for review and recommendation
a letter received from Assemblyman George W. Miliss, State Chairman,
Californians for YES on Proposition 20, urging endorsement of Propo-
sition 20 on the November 3, 1970 ballot, which provides for a
60 million Recreational Bond issue for construction or improvement of
recreational and fish and wildlife facilities; and
WHEREAS the Contra Costa County Recreation and Natural
Resources Commission has advised the Beard in a 'letter dated October 26,
1970 that it recommends against the passage of Proposition 20 for the
reason that it is not appropriate for the citizens of the state to be
requested to furnish additional ;grids for the State Water Project to
provide recreational uses which the voters understood were to have
been included in the original project Cost, and it is the opinion of
said commission that if additional funds are required for development
of recreational facilities, such funds should be obtained from the
operation of the State Water Plan; and
WHEREAS the Contra. Costa County Water Agency concurs in the
recommendation of the Contra Costa County Recreation and Natural
Resources Commission; and
WHEREAS the Board has fully considered same;
NOW., `.THEREFORE, BE IT BY THIS BOARD RESOLVED that it goes
on record as being apposed to the passage of Proposition 20 in line
with the recommendations of the Contra. Costa County Recreation and
Natural Resources Commission and the Conga Costa County Water Agency.
PASSED and. ADOPTED this 27th day of October, 1970 by the
following vote of the Board:
AYES: Supervisors J. P. Kenny, A. M. Dias,
E. A. Li.nscheid, T. J. Coll.
NOES: Supervisor J. E. Moriarty.
ABSENT: None.
