Code §§25210 . 10a, Area ) 25210 .14, 25210 . 15, 25210.16) ) NOTICE AND RESOLUTION OF INTENTION TO ESTABLISH COUNTY SERVICE AREA LIB-13, YCNACIO VALLEY AREA The Board of Supervisors of Contra Costa County RESOLVES THAT: Notice is hereby given that the Board of Supervisors of Contra. Costa County, on its own motion, intends to commence proceedings for the formation of a County Service Area. Request for the formation of a County Service Area was first made to this Board by the Friends of the Ygnacio Valley Library, Inc . Pursuant to Government Code Section 25210. 13, approval of the Local Agency Formation Commission was sought before proceedings were instituted. On September 2 , 1970, the Local Agency Formation Commission approved the formation of proposed County Service Area LIB-13 subject to the condition that the boundaries of the proposed county service area are to be as indicated in attached Exhibit "A" . Therefore, this Board proposes that a County Service Area be established pursuant to Chapter 2 . 2 ( commencing with §25210. 7.) of Part 2 of Division 2 of Title 3 of the Government Code of the State of California in a portion of the unincorporated area of Contra Costa County and in portions of the incorporated cities of Walnut Creek and Concord. The exterior boundaries of the territory proposed for inclusion in the area are more particularly described in Exhibit "A" attached hereto and by this reference incorporated herein. By Revised Resolution No. 4104, dated July 6, 1970 , the City Council of the City of Concord consented to the inclusion of a portion of the City of Concord, as set out in said revised resolution, in the proposed county service area. By Resolution No. 2601 , dated September 21, 1970, the City Council of the City of Walnut Creek consented to the inclusion of a portion of the City of Walnut Creek, as set out in said resolution, in the proposed county service area.. The name proposed for the area is "County Service Area LIB-13" . The type of extended county services proposed to be provided within the area is extended library facilities and services . Except where funds are otherwise available from service charges collected pursuant to Section 25210 . 77a, a tax sufficient to pay for all such services which are furnished on an extended basis will be annually levied upon all taxable property within such area. At 10 : 00 a.m. on Tuesday, December '1, 1970,; in the Chambers of the Board of Supervisors, County Administration Building, Martinez, California, this Board will conduct a public hearing upon the proposed establishment of County Service Area LIB-13. -1- RESOLUTION NO. 70/691 At the hearing, the testimony of all interested persons or tax- payers for or against the proposed establishment of County Service Area LIB-13, the extent of the area or the furnishing of the specified type of extended services will be heard. The Clerk of this Board is hereby directed to give notice of said proposed formation of County 'Service Area LIB--13 by publishing the notice pursuant to Government Code Section 6061 in the "Contra Costa Times" , a newspaper of general circulation in the area of proposed County Service Area LIB-13.
