RESOLUTION INITIATING PROCEEDINGS FOR CHANGE
IN ORGANIZATION To ANNEX COUNTY SANITATION
DISTRICT ' O. 3 AREA ANNEXATION (WEST PINOLE
AREA) TO COUNTY SERVICE AREA R-1
The Board of Supervisors of Contra Costa County RESOLVES THAT-
Change in organization by Annexation of the County Sanitation
District No. 3 Area (vilest Pinole Area) to County Service Area R-1:,
Ras cern proposed by the Contra Costa County Board of Supervisors .
Resolution of application for the proposed annexation of County
Sanitation District, No . 3 Area to the County Service Area R-;
as filed by the Board of Supervisors with the Executive Officer
ce.r
of the Local. Agency Formation Commission on August 31,, 1971 . The
reason for such proposed annexation is to provide the said territory
with recreation and pari services .
On November 3 1971 , the Local. Agency Formation Commission,
approved the resolution of application for the annexation' of
County Sanitation District No. 3 Area to County Service Area R--1
declared the territory proposed to be annexed as inhabited, assigned
t :e proposal designation as "County Sanitation District No. 3 Area
Annexation to County Service Ares R-1," and urged the Board of
Supervisors to state that this annexation may not interfere with
the ongoing development of the present Montalvin Manor part site.
The exterior boundaries of the territory' proposed to be annexed ars:
as described in Exhibit :A" , attached hereto and by this reference
incorporated herein:
At 10:40 a:.m.,_on Tuesday , December 14 , 1973 in; the Chamber
of the Board of Supervisors , Administration Building,' Martinez,
California, this Board will conduct a public hearing on the
proposed annexation . At the hearing; the testimony of all. _interested
persons or taxpayers for or against the proposed annexation will be
herd, and any interested persons desiring to make written pretest
thereto must do so by written communication unica,tion f'i.led with the Clerk
before the hearing. A written protest by an owner of land must
contain a description sufficient to identify his land , and
written protest by a voter must >contain his residential address .

At the conclusion of the hearing, the Board of Supervisors
shall either disapprove the proposed ' annexation or order the
annexation in accordance with Government 'Code 5556320 through
56322.
The Clerk of this Board is hereby directed to publish the
text of this resolution once a week for two successive weeks in
the ttPinole Ho'-'3"cule s News" , a newspaper of general circulation
ubli abed in this County and: circulated in the territory herein
the proposed annexation ;is situated, the firs publication to be
made not later than: fifteen (15) days prior to the hearing date.
The Clerk of this Board Is also directed to post; ;the text of
this resolution on the bulletin board of this Board at least
fifteen (15) days priorto the hearing date ' and such posting
will continue to the time of the hearing.
The Clerk of this Board is further directed to give notice
by mailing notice of hearing at least fifteen ( 15') days prior
to the hearing date to all persons and counties , cities, or
districts , which shall have; theretofore filed a written request
for special notice with the >Clark or this Board.
PASSED AND ?ADOPTED on November 9, 1971 , by this 'Board.
