Care Services for RESOLUTION NUMBER 71/726
Mrs. Margarita. Hill.
}
WHEREAS Mrs. Margarita Hill is a person who requires twenty-
four hour, .live-in, attendant ears even days a 'week because she
is blind, partially paralyzed and suffers from multiple sclerosis;
and
WHEREAS Welfare and Institutions Section 12652 and Public
Assistance 'Manual 44.239 provide that special needs for such
exceptional attendant care services cannot in any case exceed
$300 per month; and
WHEREAS said amount of $300 per month .has .not increased to
reflect cost of living and wage increases for such attendants '
and
WHEREAS Medi-Cal reductions have deprived Mrs . Hill of an
additional_' source of finds for attendant care„ and that Mrs. Hill
does not receive nor can she benefit'' by any services 'which are
exclusively county funded, and
SEAS members of the County Department of Social Services
recognize the importance to Mrs. Hill that she remain in her home
and continue to be independent of out-of-home care; and
WHEREAS this Board`; recognizes that the burden of taxpayers
in this County is heavy and has 'taken the position in the past to
urge that the federal and state governments meet welfare cosh and
have opposed county' fund expenditure' for supplemental' purposes; and
SEAS the individual situation and strength of character
and determination of Mr's. Hill have been demonstrated' to this
Board;
NOW, THEREFORE', BE IT BY THE BOARD OF SUPERVISOR'S OF THE
COUNTY OF CONTRA COSTA CALIFORNIA RESOLVED that:
1. The :Heard apposes sudden reduction in the state
Madi-Cal rates' such as occurred in August, 1970,
which ''created a threat to the dignity and
strength of Mrs . Margarita Hill by reducing the
amount of Home' Health Aide 'service available to
her; and
2. The Board requests that the State Department< of
Social Welfare ' and the Legislature raise' the
statutory 'maxim limit allowed for attendant
care services where such special needs exist.

followingvote of the Board:
AYES': Supervisors A. M. Dias,, J. E. Moriarty,
W. N. Boggess , J. P. Kenny.
NOES: None .
ABSENT: Supervisor E. A. Linscheid.
