Code §§56291, territory to the district improvement 56430, 56431., 56432) district, and concurrent detachment ' from San Ramon Fire Protection District RESOLUTION INITIATING PROCEEDINGS FOR THE LABORERS ' PENSION TRUST FUND BOUNDARY REORGANIZATION BY ANNEXATION TO VALLEY COMMUNITY SERVICES DISTRICT', CONCURRENT ANNEXATION OF THE SAME TERRITORY and THE DISTRICT IMPROVEMENT DISTRICT, AND CONCURRENT DETACHMENT FROM SAN RAMON FIRE PROTECTION DISTRICT. The 'Board of Supervisors of Contra. Costa County RESOLVES THAT: Reorganization by detachment of certain territory, described in "Exhibit A." attachedhereto and by this reference incorporated herein, from the San ``Ramon Fire Protection District and concurrent annexation of the same territory to the Valley Community Services District and the district improvement district has been proposed by the Valley Community Services District, a District located in both Contra Costa and Alameda Counties Contra Costa County is found to be the principal county . A resolution of <application for the proposed reorganization was filed by the Valley Community Services District with the Executive` Officer of the Local Agency Formation >Commission on August 5, 1971 . The reasons for the proposed reorganization are to 'enable the territory to obtain sewer services . The The Local Agency Formation Commission, approved the proposed reor- ganization subject to the following terms and. conditions : (a)' The boundary of the proposed reorganization is to be as described` in attached "Exhibit' A"'. (b) Upon annexation of the territory to the Valley' Community Services' District, that territory shall be subject to applicable provisions of the district ordinances on the sewerage function.'' At 10:40 a.m. , on Tuesday, December 7, 1971, in the Chambers of the Board of Supervisors , Administration Building, Martinez, California., this Board will conduct a> public hearing on the proposed reorganization to detach certain territory from the San Ramon Fire Protection District and >concurrently annex the same territory to the Valley Community Services District' and`` the ,district`' improvement district At the; hearing the testimony of all 'interested persons or; taxpayers for or against the ,pro- posed reorganization will be heard. Any interested person desiring to make writtenprotest against the proposed reorganization must do so by written communication' filed with the Clerk of this Board not later than 10: 40 a.m. , on Tuesday, December 7, 1971 . A written protest by an owner RESOLUTION NO . 71/70 -1- ................. of land must contain a description sufficient to identify the land owned by him. A written protest by a voter must contain the residential address of such voter. At the conclusion of the hearing, the Board of Supervisors shall either disapprove the proposed reorganization to detach and annex or order the reorganization without election if insufficient written pro- tests for the same had been filed and a majority protest is not deemed to exist . The Clerk of the Board is hereby, directed to publish the test of this resolution once a week for two successive',weeks in "The Valley Pioneer", a newspaper of general circulation, published in this County and circulated in the territory of each of the districts proposed to be affected by the reorganization, the first publication to be made not later than fifteen (15) days prior to the hearing date . The Clerk. of the Board is also directed to post the text of this resolution on the bulletin board of this Board at least fifteen (15) days;. prior to the hearing date and such posting will continue to the time of the hearing . The Clerk of the Board is further directed to give notice by mailing notice of hearing at least fifteen (15) days prior to the hear- ing date to each affected district and to each person who has filed a notice for special notice with the County Clerk, PASSED AND ADOPTED on October 26, 1971 , by this Board.
