HomeMy WebLinkAboutRESOLUTIONS - 09132004 - 71-696 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , STATE OF CALIFORNIA In the Matter of Requesting the } California Highway Commission to Allocate Funds in the Amount of one-half the Cost of Eligible RESOLUTION NUMBER 711695 Items of ConstructionWithin the Unincorporated Area for the Urban Extension Project on Pacheco Blvd_. FAS Route 798 WHEREAS the growth and development of the Pleasant Hill , Martinez, and Pacheco' areas in the County of Contra Costa has resulted in traffic volume which warrants the improvement and widening of Pacheco Blvd. ( FAS Route 798) y and Pacheco Blvd . is an essential element in the City-County Thoroughfare System, and the Select System of Country roads and City streets , which has been adopted by the Board of Super- vi sors , based on recommendations of the Contra Costa County Highway Advisory Committee, City-County Planners , and the Mayors ' Conference; and conforms to the master plans of the County and City'; and The County of Contra Costa and the City of Pleasant Hill have executed a Joint Powers Agreement to cooperate in the widening and improvement of Pacheco Blvd. , FAS Route 798 from Concord Avenue to Buchanan Circle, as a Federal Aid Secondary Urban Extension Project, 0 .9 miles in length; and Construction is proposed to start after January 1 , 1973; and The total estimated 'cost of construction, including prelim- inary engineering and construction engineering of said ,project; which is entirely within the urban area, is estimated to be $755 ,000 , of which the County portion is estimated to be $664 ,000 , and the City of Pleasant Hill portion is estimated to be $91 ,000; and The City and County, prior to advertising for bids , will have acquired by purchase or condemnation, the rights of way necessary for the improvement, and The City and County , have considered the effect of the pro- posed financing in relation to the statutory formula contained in Section 188 et seq . of the Streets and Highways Code; And Section 143.3 of the Streets and Highways, Code, California Statutes , provides that the California Highway' Commission may make an allocation of fund's for the extension of a Federal Aid Secondary route into, or within , an urban area as such areas are designated'' by the Bureau of, Public Roads, NOWT THEREFORE, BE 1T RESOLVED by the County of Contra Costa as follows: 1. That the County of Contra Costa hereby requests the California Highway Commission to allocate funds pursuant to Section 143. 3 of the 'Streets and H!.<-1hways Code for the widen- ing and improvement of the County section of Pacheco Boulevard as an Urban Extension Project on FAS Route 798, in the amount of $3325000 for expenditure on eligible items of construction and engineering. 2 . That the County agrees to pay as its portion the remaining cost for said urban portion of the project , and further agrees that the work will be performed in conjunction with the Federal Aid Secondary Urban Extension construction project described herein. 3. That the County of Contra Costa sba.11 be the adminis- trative agent for the project pursuant to said Joint Powers Agreement, a copy of which is on file in the County Clerk's Office and by reference is made a part hereof.
