WHEREAS it is necessary for the California State Legislature to develop in 1971 plans for the reapportionment of assembly and senate districts on the basis of population; and WHEREAS the total area of Contra, Costa County is now divided into two assembly districts and the total area of the county now comprises one senate district and also one congressional district; and W RREAS Contra Costa County has grown rapidly and the number of people now residing in the county (558089 pursuant to the 1970 federal census ) exceeds the population limitations for two assembly districts , one senate distrust and one congressional district; and WHEREAS this Board and the people of Contra Costa County are vitally concerned about equitable representation in the California State Legislature and the Congress of the United States; NOW, THZREFORX, BE 'IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA RESOLD that the California State Legislatures is urged to take action as follows with respect to reapportionment plans applying to Contra Costa County. 1 .' Retain two assembly districts in entirety within the boundaries of the county; 2. Retain one senate district in entirety within the boundaries of the county, 3. Retain' one congressional district in entirety within the boundaries of the county; 4. Give attention to firing the boundaries of the senate district so that it is comprised of the two assembly districts (in the interest of holding election costs at a minimal level); 5. In taking ,territory of Contra Costa County to add to district(a) outside of the county, give attention (within and outside the county;) to conmunity of interest, cohesiveness, geography and integrity, as well as the primary population criteria. BE IT BY THE BOARD FURTHER RESOLVED' that a public hearing on proposed reapportionment plans applying to Contra Costa County be hold within the county by an appropriate State Legislative_ Committee for the benefit of local officials and interested citizens ; and RESOLUTION' NUMBER 71/658 BB IT FURTHER RESOLVED that copies of this resolution be transmitted to the Senate Committee on Elections and Reapportionment, the Assembly Comittse on Elections and Reapportionment, the Centra Costa, County representatives in the California State Legislature and the Governor, urging them to approve 'reapportionment plana affecting Contra Costa County in the manner hereinabove outlined. PASSW and ADOPTED on this 5th day of October, 1971, by the following vote of the Board. AYE: Supervisors A. M. Dias, J. B. Moriarty, W. N. Boggess, B. A. L3nscneid, J. P. Kenny. NOES: None.
