Dear Supervisor McPeak:
The Contra Costa Association for Retarded Citizens (.CCARC) , with
the enthusiastic approval of the Area Board V Developmental
Disabilities Council and the Developmental Disabilities Council of
Contra Costa County, has made great advances in establishing a
day training and activity program for adults with severe
developmental disabilities.
CCARC, a non-profit voluntary agency, is seeking State Program
Development funds in the amount of $146, 000 for this community
based day program. The Program Development Fund proposal, dated
October 14 , 1983, has been evaluated at .#1 by the Area Board V
Developmental Disabilities Council. It is now under consideration
by the State Department of Developmental Services with a decision
likely to be made by March, 1984 .
We urge you to direct a letter (with a copy to CCARC) to Mr. Gary
Macomber, Director, State Department of Developmental Services,
stating your support of this grant proposal. We understand funds
are available for those programs serving the greatest needs.
Although Contra Costa County has a wide variety of high quality
programs for persons with developmental disabilities, there are
many adults with severe and/or multiple disabilities who are
unserved, underserved, or soon-to-be served. Studies made by
respected agencies document the need for county-wide expansion and
development of programs and services, with a particular urgency in
West Contra Costa County. The target population consists of
individuals who need training in feeding, toileting, dressing,
communication, behavior management and pre-vocational skills.
Currently existing programs are at full capacity and many individuals
can only be served on a half term basis. The study identified 27
unserved adults and 26 underserved adults. Plus, 18 Special .Day
Class graduates will need programs within the next three years.
The Developmental Disabilities Regional Center has also estimated
that fifty individuals in state hospitals could be discharged to
the community if programming were available. The basic project goal
is to provide 30 adults with developmental services in the least
restrictive environment within the first year.
