HomeMy WebLinkAboutRESOLUTIONS - 09102004 - 71-489 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Expressing } Appreciation to Former } RESOLUTION NUMBER 71/489 Supervisor Raymond S. Taylor. } } WHEREAS this Board of Supervisors has been concerned for an extended period about the need to provide expanded Juvenile Hall facilities for delinquent children; and about the means by which such facilities might be financed without imposing an additional heavy burden upon property taxpayers; and WHEREAS pay-as-you--go financing of said facilities would result in a significant property tax rate increase and bond financing failed by a narrow margin to receive the required two- thirds Favorable vote of the electorate on two separate occasions; and WHEREAS the use of a non--profit corporation procedure of deferred financing as permitted by the California statues was deemed by this Board to be the best means of paying for the construction of the essential. Juvenile Hall addition;. and WHEREAS in connection with said procedure it was necessary to have five public-spirited citizens form the non-- profit corporation and former Supervisor Ray ons S. Taylor volunteered as one of those to act in that capacity and became a member and also Secretary' of the Board of Directors of the corporation known as the Contra Costa County Juvenile Hall Facilities Corporation, NOW$ THEREFORE, BE IT BY T.HE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it expresses deep appreciation to former Supervisor Raymond S. Taylor for his cooperation and assistance in providing appropriate ,financial arrangements for the construction of urgently needed Juvenile Hall facilities and hopes that his efforts will be rewarded by a significant decline in youth delinquency in the years ahead. PASSED AND ADOPTED this 27th day of July, 1.971 by the following vote of the Board: AYES., Supervisors A. M. Dias, J. E. Moriarty, W. N. Boggess, F. A. Linscheid, J. P. Kenny. NOES: None.
