Treasury Office Audit Requirements Changed The Board having. received a January 16 , 1984 letter from the Director, Office of Revenue Sharing, IT. S. Office of the Secretary of the ,Treasury, advising that Congress recently enacted the "Local Government Fiscal Assistance Amendments of 1983" which changes the audit frequency requirement, and further advising that effective for fiscal year beginning on or before October 1 , 1983 our County government will be subject to an annual audit; IT IS BY THE BOARD ORDERED that the aforesaid letter is REFERRED to the County Auditor-Controller and the County Administrator. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supe visors on the date shown. BY � .....L.....Deputy January 16, 1984 REF: 5142 - # 1 Dear Chief Executive Officer: As you are probably aware, Congress recently enacted the "Local Government Fiscal Assistance Amendments of 1983. " The audit frequency requirement has been materially changed by these Amendments for those recipient governments which receive more than $100,000 in entitlement payments during a fiscal year. These governments are required to provide a financial audit of all funds, a compliance audit of Revenue Sharing funds, and an auditor' s report on the study and evaluation of internal control for each such year. However, if the government operates on a biennial fiscal period , such audits may be made biennially, but shall cover the financial statement or statements, and compliance with the requirements, for both years. This change is effective for fiscal years beginning on or after October 1, 1983. An initial review of the Revenue Sharing allocations for Entitlement Period 15 indicates that your government will be subject "to the requirement for an annual audit. The former requirement for audits of not less often than once every three years will remain in effect for your government's fiscal years beginning before October 1 , 1983. I suggest that you bring this matter to the attention of your auditors immediately and that any planning in connection with your government' s financial affairs give full consideration to this requirement.
