SUBJECT: Designation of Director of Planning as Deputy Executive
Director of the County Redevelopment Agency
RECOMMENDATION
ACKNOWLEDGE receipt of report from Executive Director indicating that he
has designated the Director of the County Planning Department as the
Deputy Director of the County Redevelopment Agency.
BACKGROUND
On January 17, 1984 your Board adopted bylaws designating various county
officials to perform comparable duties on behalf of the new County Redevelop-
ment Agency. The County Administrator was designated as the Interim
Executive Director of the Agency. It was our intent that your Board
eventually assign the Redevelopment Agency function to another County
department and designate that department head as the Executive Director.
Your Board has set March 20, 1984 as the date on which you will consider
further steps related to the County Economic Development Program, which
could include the determination of what organizational structure you wish
for economic development and whether the Redevelopment Agency is a part of
that structure.
Currently, the County' s Redevelopment Agency is pursuing a very tight time
schedule to adopt a final plan for the Pleasant Hill BART station project
area. It is important to meet this time schedule in order to garner the
maximum tax increment for projects which will begin soon. The activities
currently underway are being coordinated by existing staff in the Public
Works and Planning Departments.
Last week at the Economic Development Workshop the Public Works Director
indicated the need to clearly define which department or staff person has
lead responsibility for the Pleasant Hill BART project. With the staff
reductions that have occurred recently in our office, it is impossible for
us to perform this lead role. Consequently, I have designated the Director
of Planning as a Deputy Executive Director of the Redevelopment Agency.
This designation charges the Planning Director with the responsibility and
authority to coordinate the steps necessary to see that the planned project
meets all required deadlines. We have selected the Planning Department
since redevelopment is basically a process for changing land use. Pursuant
to the Community Redevelopment Law, the Planning Commission is charged with
the responsibility to select a redevelopment project area and formulate a
preliminary redevelopment plan, including evidence that such plan conforms
to the General Plan. The Redevelopment Agency's preparation of a final
redevelopment plan must be done in consultation with the Planning
Commission and, again, such final plan must be in conformance with the
General Plan. The redevelopment plan must provide land use information
including the amount of open space, street layout, limitations on type,
size, height, number and proposed use of buildings, the number of dwelling
units and the property to be devoted to public purposes . Before a redevelop-
ment plan is submitted to the legislative body (Board of Supervisors) it
must be submitted to the Planning Commission for report and recommendation.
The role of the Public Works Department deals primarily with the infra-
structure design and construction required to implement the plan and, in
the Pleasant Hill BART station project, has also included activities related
to creation of an assessment district. The investigation of other potential
project areas should be initiated primarily through a planning-land use
study process.

At the conclusion of your Economic Development Workshop last week, your
Board indicated that on February 14, 1984 you wish to consider an interim
arrangement for administration of the Redevelopment Agency. Although your
Board has the alternative of directly designating another county official
as the Executive Director of the Redevelopment Agency, we recommend that
you continue the initial interim designation of the County Administrator
with the understanding that we would administer this responsibility in the
manner outlined above . This would conform to the practice of most cities
wherein the City Manager is designated as the Executive Director in
recognition of the need to coordinate the participation of several city
departments in the redevelopment process .
