HomeMy WebLinkAboutRESOLUTIONS - 09102004 - 71-410 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Mager of Approving } Revisions in General } Assistance Policy RESOLUTION NO. 71/410 (Resolution No. 71/31.3) , } WHEREAS this Board on May 110 1971 adopted Resolution No. 71/31.3 approving revisedGeneral Assistance policies and procedures; and WHEREAS Supervisor E. A. Linscheid advised the Board this day that the Administration and Finance Committee (Supervisors Linscheid and J. E. Moriarty) had met with Mr. R. E. Jornlin, County Welfare Director, and his staff to review further revisions to the General Assistance policy necessitated by the Supreme Court Decision which ruled that employability by itself cannot be a. reason for denial. of General Assistance; and WHEREAS Supervisor Linscheid further advised that the County Counsel is of the opinion that the General Assistance policy presently in effect will not stand up in court in view of said Supreme Court Decision; and WHEREAS Mr. R. E. Jornlin, County Welfare Director, has recommended changes which do the following: 111 . D. Employables - General Assistance will be granted to erzployables 1. If any adult member of the budget unit is employable, the entire household is considered employable. 2. If the employable person has been con- tinuously employed for 30 days immediately preceeding receipt of his last paycheck, he may not apply for GA earlier than 14 days from the date of his last paycheck. 3. An employable person is not eligible to apply for GA if he quit his job voluntarily. 4- Should an employable recipient be aided he must agree to comply with the fbllowing requirements prior to the granting of aid; a. he must be in full cooperation with both this agency and the Department of Human Resources Development, b. he must register weekly with DHRD, have his book stamped by them and present his DHRD book for review by the Eligibility Worker at least once a month, RESOLUTION NO. 71/410 c. he must file with the EW: weakly, an ADM 116, List of Places Applied for Work, listing at least four places where contacts and/or applications were made, d. he must be willing to accept and participate in employment, training or a work project if offered. VI. B. Service Worker 4. Service Worker is responsible for referral of all employable applicants to Vocational Services for assistance in securing employment. III. C . APPLICATION PROCESS - (3. ) These cases will be reinvestigated every three months rather than the six months as required for the unemployable; and WHEREAS said changes are shown in Department Manual Change Letter No. 339, Section 49-401, ELIGIBILITY DETERMINATION - GENERAL ASSISTANCE,, a copy of which is on file and by reference incorporated herein; NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED that the aforesaid changes in the policies and procedures related to General Assistance are hereby APPROVED; and BE IT BY THIS BOARD FURTHER RESOLVED that portions of said policy in conflict therewith are hereby RESCINDED. PASSED and ADOPTED this 22nd day of June, 1971 by the following vote of the Board: AYES Supervisors A. M. Dias, J. E. Moriarty, W. N. Boggess, E. A. Linscheid, J. P. Kenny. NOES: None. ABSENT: None.
