OLSSON SANITATION DISTRICT NO. 15 tu:�cAISIRD OF SUPERVISORS BETHEL ISLAND CALIFORNIA x ��A� Deputy January 12, 1984 SO 15/8 Tom Torlakson, Chairman Board of Supervisors 651 Pine Street Martinez, Ca 94553 Dear Supervisor Torlakson: In accordance with Board Resolution 77/237 concerning, "Adopting a Policy Governing Appointments to Boards and Commissions, " the Citizens Advisory Committee for CCCSD No. 15 transmits this 1983 Annual Report to your Board. This Report contains a summary of activities and accomplishments of the Citizens Advisory Committee, and a proposed program for the forthcoming year. An attendance list is also enclosed as specified in the Board Res- olution. A major effort of the Committee this year has been to form and review work on a Sewer Connection Enforcement Program. The Public Works Department ' s progress on this has been reviewed at each meeting. To date, a total of 71 sewage units representing $27,690 of income have been added to the 1983-1984 tax rolls. The Committee has monitored progress on the Oakley-Bethel Island Subregional Treatment Plant throughout the year. Approval of the Revenue Plan for the Authority was recommended. Now that the plant is operating, we will continue to follow the operations and plan to review the plant capacity with respect to the infiltration/inflow problem, once there is enough data on working plant capacities. Other activities of this Committee this year has been reviewing and approving budgets for each zone in the District, revising the ordinance to change the unit designation for a recreation vehicle space from 0.1 unit to 0.25 unit, and recommending a new sewer connection fee of $1,250. During the forthcoming year, the Committee plans to continue with the enforce- ment program. We will be reviewing proposed changes in the District' s ordinances which will require sewer connections from some parcels which . were previously exempt. . `Pt - u . /Ln"�, xaAt� � The Committee will also continue to review the issues concerning the District and the Subregional plant. As you will notice on the enclosed attendance record, the Committee has had only six members throughout 1983. Since the bylaws provide for a seven member committee, there is one open position which we are interested in filling. ---The Citizens Advisory Committee of CCCSD No. 15 looks forward to continuing to serve the Board and the people of the District.
