In the Matter of Approving_
submission of revised Application
to U.S. Department of .Housing and RESOLUTION NO. 71/311
Urban Development for funds to
correct drainage problems in
North Richmond area.
The board of Supervisors of Contra Costa County Resolves That :
This Board by Resolution No. 70/90 adopted on February 17,
1970, approved an. application and authorized the Chairman of the
Board of Supervisors to execute same for a Grant-in-Aid for
drainage Improvements in the North Richmond area. The office of
Housing and Urban Development has now requested verbally that a
revised application be submitted.
This Board on April 27, 1971, referred to its County Govern-
ment Operations Committee (Supervisors A. Dias and W. Boggess)
the matter of the proposed revised application to the United States
Department of Housing and Urban Development for Grant-in-Aid funds
for drainage Improvements in the North Richmond Area. Said Com-
mittee has made three recommendations in its report dated May 10,
19719 which this Board hereby adopts .
First, said revised application is approved and the Chairman
of the Board of Supervisors is authorized to execute and submit
the revised application to the U.S. Department of Housing and
Urban Development for a grant to allow the installation of a
storm drainage system in North Richmond.
Second, C. C. Rich, Chief Engineer, Contra Costa County
Flood Control and Water Conservation District , is appointed as
project manager for the work. Upon notification of approval of
the project application by the federal government and accept-
ance by the Board of Supervisors, preparation of plans , specifica-
tions, and all other actions necessary to complete the project are
to be completed by staff of the said district .
Third, said Chief Engineer and the County Administrator are
directed to meet with officials of the City of Richmond to
arrive at an equitable allocation of local costs of the project .
Passed and Adopted on May 11, 1971, by this Board.
