HomeMy WebLinkAboutRESOLUTIONS - 09102004 - 71-263 IN THE BOARD OF SUPS MSORS OF CONTRA COSTA COUNTY, STATE OF CALI RNIA In the Batter of Establishment of Policy for Safety Lighting' } RESOLUTION NO. 71/263 and Street fighting in the UnincorporatedArea of the County. } WHEREAS the Burd of Supervisors wishes to encourage adequate street lighting so as to increase traffic safety and as a deterrent to criminal activity; and WHEREAS standardization of street lighting to as great a degree as feasible allows` more simple administration of this function; and WHEREAS because street lighting i in residential as well as com- mercial areas is of local benefit, this service cast shall be borne locally; and WHEREAS safety lighting,, if installed in other than a lighting jurisdiction, shall continue to be a County charge; NOW O THE R ORE,, BE IT BY THIS BOARD >FSSOLV that the following policy shall apply with respect to street lighting in the unincorpo- rated area of the County A Safety Limon Installation of safety lighting will be considered where one or more of the fallowing conditions exist.. 1. Channelized intersections 2. Intersections where traffic signals are warranted. 3• Locations where three or more night accidents occur within one year. 4- New intersections where it is anticipated that traffic signals will be warranted within five years* B. Residential and Commercial Arca Li&tigg Requests for street lighting will be considered under the following conditions: I. The level of service, in any one area, shall be as uniform as possible. RESOLUTION WO. 71/263 2. All street lighting shall be at least at the following minimum level of service: a. Residential streets - 0.2 average horizontal footcandles (maintained) with the ratio of average illumination level on the roadway to tho minims illumination at any point on the roadway not to exceed 9:1. b. Commercial streets and on major thoroughfares 0.7 average horizontal footcandles (maintained) with the ratio of average illumination level on the roadway to the minimum illumination at any point on the roadway not to exceed 6:1. c. Any deviation from this standard must be approved by the Public Warks Department. 3. Street and safety lighting shall be on County- maintained oo ty_maintained roads unless otherwise authorized by the Board of Supervisor's. 4. All existing lighting installation shall be within: County Service Areas, and all requested new light- ing installations shall be annexed to existing County Service Areas, or formed into a now County Service Area. 5. Where proponents for street lighting request installa- tion on other than timber poles, electroliers must be furnished and installed by proponents before aceepptance. BE IT BY THIS BOARD FURTHER RESOLVES that requests for lighting shall be made to the Board of Supervisors and referred by the Board to the Public Works Department and County Administrator for 'study and report to the Board for such action as it deems appropriate.
