H56438, 56439 , 56451) } RESOLUTION ORDERING NAVAL WEAPONS STATION - CITY OF CONCORD BOUNDARY REORGANIZATION CONSISTING OF VARIOUS ANNEXATIONS TO AND DETACHMENTS FROM AMBROSE RECREATION AND PARK DISTRICT, CONCORD HOSPITAL DISTRICT, PITTSBUR COMMUNITY HOSPITAL DISTRICT AND CONTRA COSTA. COUNTY WATER DISTRICT The Board of Supervisors of Contra Costa County RESOLVES THAT: On July 14 , 1970, this Board adopted Resolution No. 70/431 initiating proceedings for a reorganization consisting of annexation of 4 parcels to and detachment of 5 parcels from the Ambrose Recreation and Park District,, annexation of 3 parcels to and detachment of 2 parcels from the Concord Hospital District, annexation of 2 parcel's to and detachment of 3 parcels from the Pittsburg Community Hospital District and the annexation of l parcel to the Contra Costa County Water Distract . This reorganization was proposed by the City of Concord.. A resolution of application for the proposed reorganization was filed by the City of Concord with the Executive Officer of the Local Agency Formation Commission on April 17 , 1970. The reason for the proposed reorganization is so that the boundaries of the said special districts serving the City of Concord will coincide with the boundaries of the city in this area. On July 1 1970, the Local Agency Formation ; Commission approved the application subject to the following terms and oonditions (a) The total territory to be detached from and annexed to the Ambrose Recreation and Park District ( 5 parcels to be detached and" 4 parcels to be annexed) is to be as described in attached Exhibit "A" . (b ) The total territory to be detached from and annexed to the Concord Hospital District (2 parcels to be detached and 3 parcels to be annexed) is to be as described in attached Exhibit "B" . (c) The total territory to be ,detached from and annexed to the Pittsburg Community' Hospital District ( 3 parcels to be detached and 2 parcels annexed) is to be as described in attached''Exhibit "C" . (d) The total territory to be annexed to the Contra Costa County Water District (1 parcel) is to be as described in attached Exhibit "n" -1- RESOLUTION NO. 70/564, The Local Agency Formation Commission assigned the proposal designation as "Naval Weapons Station-City of Concord Boundary Reorganization" . The subject districts are located entirely within Contra Costa County . The exterior boundaries of the parcels to be detached from and annexed to the Ambrose Recreation and Park District are as described in Exhibit "A''; the exterior boundaries of the parcels to be detached from and annexed to the Concord Hospital District are as described in Exhibit "B" ; the exterior boundaries of the parcels to be detached from and annexed to the Pittsburg Community Hospital District are as described in Exhibit "C" ; the exterior boundaries of the parcel to be annexed to the Contra Costa County Water District are as described in Exhibit "D"; all of which exhibits are attached hereto and by reference incorporated herein. The Board' s Resolution No . 70/431 fixed 10 : 00 a.m. on Tuesday, August 25, 1970, as the time for a public hearing on the said reorganization. Notice of said hearing was duly given by (1) publication in the "Concord Transcript" , (2) posting on the Board' s bulletin board, and ( 3) mailing notice to each affected district , each person who has filed a request for special notice , and the chief petitioners . On August 25, 1970, the hearing was continued to September 1, 1970, at 10: 00 a.m. This Board, at the time and place set for said hearing, heard the determination of the Local Agency Forma- tion Commission read aloud, and then called for evidence, objections , or protests as provided for by Government Code Section 56434 . The Board then and there heard and duly considered evidence, objections , and protests offered concerning the reorganization. This Board hereby finds that the Naval Weapons Station - City of Concord Boundary Reorganization is in the best interests of affected cities , districts , landowners or present or future inhabitantsof the said parcels . This Board also finds that the reorganization consists solely of annexations and detachments and that the affected territory is uninhabited and the written protests filed and not withdrawn represent less than 25 percent of the number oflandowners within such territory owning less than 25 percent of the assessed value of land therein. This Board hereby orders the reorganization consisting of various annexations to and detachments from Ambrose recreation and Park District, Concord Hospital District, Pittsburg Community Hospital District and Contra Costa County Water District , without election pursuant to Government Code §56438 . The Clerk of this Board is hereby directed to file his certificate of completion with the Secretary of State in accordance with Government Code Section 56451.
