IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the utter of Transit ) Plan of Bay Area Rapid } RESOLUTION NO. 70/546 Transit District. ) WHEREAS the Bay Area Rapid Transit District on August 27, 1970, will consider a policy statement with respect to a Bay Area Transit Plan; and WHEREAS Mr. Nello J. Bianco, Contra Costa County representative on the Board of Directors of said District, appeared before the Board of Supervisors of Contra Costa County this day to present a prepared statement,, a copy of which is on file with the Clerk of the Board, including the proposals of the BART Administration Committee relative to said plan with certain amendments suggested by Mr. Bianco; and WHEREAS Mr . Bianca suggested that said proposal of the BART Administration Committee include the following: Under Paragraph 2 of the report there be added "All counties requesting studiesto be made regarding annexation to BART' must provide the funds to make the studies, and if the State of California--through, the Legislature--requests such studies, the State should provide the money, with BART participation in either case restricted to staff time only." For Paragraph 5 of the report there be sub- stituted "The Board of Directors has listed that the following areas be given top r i or- ities for rapid transit extensions: 13 eastern Contra Costa Count�r, 2 ) the Pleasanton- Livermore area, 3) the northern half of San Francisco. ' All other adopted, priorities should 'come after the three listed herein, in order that the several pricer commitments made to the people of these areas regarding extensions be met. Further, the Board of Directors now directs the staff to prepare reliable estimates of the costs of engineering and, planning studies relative to SART rail extensions; to the three priority areas'' listed herein'"; and WHEREAS Mr. Bianco stated that it was his intention "to work for full rail extension to the Martinez, and the Pinole- San Pablo areas, as well"; and WHEREAS it is the opinion of the Board of Supervisors that the policy statement proposed by Mr. Bianco is desirable as a policy guide for a BART transit plan:; RESOLUTION NO. 701546 NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA RESOLVED that it does hereby endorse the report of Mr . Nello J. Bianco with respect to a Policy Statement Relative to a Bay Area Transit Plan and directs the Clerk of the Board to so inform the Board of Directors of the Bay Area Rapid Transit District; and BE IT BY TEE BOARD FURTHER RESOLVED that copies of this resolution be transmitted to the other Contra Costa County representatives on the Board of Directors of the Bay Area Rapid Transit District and to the Contra Costa Mayors Conference urging them to lend their support to the position taken by the Contra Costa County Board of Supervisors . PASSED AND ADOPTED this 25th day of August, 1970 by the following vote of the Board: AYES: Supervisors J. P. Kenny, A. M. Diass J. S. Moriarty, E. A. Linscheid, T. J. Coll. NOES: None .
