In the matter ofproclaiming October 1,2003 RESOLUTION NO, 20031 473
as the CAER Countywide All School
Shelter-In-Place Education Day in Contra
Costa County
WHEREAS public and private schools and childcare facilities throughout Contra Costa County
will beparticipating in an All School Drill on October 1St;
WHEREAS the Contra Costa Community Awareness and Emergency Response Group—CAER
—is sponsoriniz the 2nd annual All School Drill and assisting schools with their emergency preparedness;
WHEREAS Emergency Response agencies including Law Enforcement, Fire Services, Sheriff,
Emergency Services and Health Services all recommend Shelter-In-Place as the immediate action to take
in case of a chemical release;
WHEREAS the All School Drill increases public awareness about Shelter-In-Place as a
protective action and gives students and teachers practice in 'implementing this important procedure;
WHEREAS the Contra Costa County Office of Education has endorsed the All School Drill and
encouraged all sites to participate;
NOW THEREFORE BE IT RESOLVED that this Board of Supervisors does hereby make
known and declare it recognizes theortance of preparing for emergencies and recognizes the Contra

Costa CAER Group's public education efforts. In support of the parents,teachers, students and staff that
will be participating with hundreds of other schools in the All School Drill, we proclaim October 1St,
2003 as
