IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Authorizing Extension of Agreement with Contra Costa County Association for the Mentally Retarded, RESOLUTION NO. 70435 Inc. , for Coordinating Services for the Mentally Retarded. The Board of Supervisors of Contra Costa County RESOLVES THAT: The County of Contra Costa desires to provide mental health services to its residents In conjunction with the State of California under Welfare and Institutions Code Sees. 5600 et seq. (Short-Doyle Act ) . The County and the Contra Costa County Association for the Mentally Retarded, Inc. , a California non-profit corporation, have entered into an agreement for coordinating services for the mentally retarded and the Director of Mental Health Services has recommended the extension of said agreement from July 1 ,, 1970 through June 30, 1971, subject to the following conditions : 1. The extension is approved by the Department of Mental Hygiene of the State of California, and funds in support of the services to be provided during the period of the extension are provided; 2. The terms and conditions contained in "Exhibit A" and "Exhibit B11 attached hereto are incorporated Into said agreement in substitution of the "Exhibit A" and "Exhibit B" attached to said agreement as entered Into or as heretofore extended. Notwithstanding any other provision of said agreement , the County's total obligation thereunder shall not exceed $25,525 for the period of this extension, NOW THEREFORE IT IS RESOLVED BY THIS BOARD that , provided the conditions imposed by the Director of Mental Health Services are met , the County agrees to this extension. Health Services, will. 1. As part of a public information and educational program: A. Publish at least ten issues a _year of a news bulletin on mental retardation which will go out to a minimum mailing list of 1,€ 00 professional persons, Social Service and community organi- zations, and wither concerned individuals and groups. B. Carry on community organizational activity directed to the ex- tension of x -tension' of services to the mentally retarded which are shown to be in short supply or nonexistent. C. Serve as a clearing house and a planning and coordinating center for developing services to the mentally retarded. D. Carry out an intensive educational program directed bath to pro- fessional groups such as physicians, teachers, nurses, social workers, and the public including special target: groups such as employers, labor and parents of the retarded. 2. obtain the services of professional expert consultants. with special { knowledge in the field of mental retardation as needed for certain problem areas in the community program. 3. Aspresent and coordinate the activities of its member agencies in the field of mental, retardation as these activities relate to Community Mental Health Services. 70/43S VI. Ii GENERAL PRINCIPLES The Council for Coordinating Services to the Mentally Retarded of Contra Costa County, Inc. is concerned with identifying unmet needs and gaps in existing services in the county and taking all possible measures to guaran- tee the orderly development, effective operation, and necessary continuity of community services for the mentally retarded. TIi PROGRAM EMPHASIS The Council is composed of representatives of the community and public and voluntary agencies which provide or could provide services for the mentally retarded and their families. It is seen as the strong, independent, broad- ly representative citizen base for county-wide planning for mental retarda- tion services. Its role in relation to many of the problems with which it deals is to bring together and coordinate the activities of all agencies and groups concerned. It also provides public education, information and referral for families, in-service training opportunities in the field of mental retardation for nurses, social workers, teachers, vocational coun- selors, homemakers, and other professionals and sub-professionals. It works closely with all mental health agencies as well, as with other health, education, recreation, and welfare agencies. Where appropriate it main- tains working relationships with regional and state agencies, as well. In summary, program emphasis is on working with other agencies to provide education, information, and assistance in program development and, through coordination, to achieve the implementation of its comprehensive plan for improving, extending and expanding services to the county's mentally re- tarded and their families. III. SERVICE PATTERN AND ADMINISTRATION The Coordinating Council will operate under the sponsorship of the Contra Costa County Association for the Mentally Retarded, Inc. The Association will act as the fiscal -agent for the Coordinating Council and will provide the Council with administrative assistance. The staff of the 'Council consists Of a full-time Executive Director and a part-time ,secretary. The Chairman of the Council is Superior Judge Richard Es Arneson* Council services are provided through regular meetings, open to the public, through standing, committees, through special (ad hoc) committees, and through appropriate activity of the Executive Director and of individual Council members. Activities of the Coordinating Council are planned by its Board of Directors. The Community Mental. Health Services is 'represented in the Coordinating Coun- cil by several staff members. It is also represented on the Board of Di- rectors. ------------------------ 7G/43E IV. FORMAL; RELATIONSHIP WITH ,OTHER COMMUNITY GROUPS Formal contact is maintained with all community groups concerned with mental retardation or potentially concerned with mental retardation through their representation on the ,Coardineting Council. Flexibility is stressed through readiness to add representatives of any agencies or organizations demonstra- ting in any way an interest in or a potential for - serving the mentally retarded. The Coordinating Council provides participating agencies with information and assistance and acts as a catalyst or coordinator when necessary. V. STAFF DEVELOPMENT AND IN-SERVICE TRAINING Staff development activities for the staff of the Coordinating Council in- clude opportunities for attendance at pertinent conferences, seminars, in- stitutes, informational meetings, and meetings of state boards and advisory committees. TheCouncil also maintains an extensive library of periodicals and ether publications in the field of mental retardation,' 70 43, " 2. Statement of Purposes and Functions Sasic> objectives of the Coordinating Council: 1. The orderly development, affective operation, and continuity of com- munity services for the mentally retarded. 2. Assurance that the needs of the mentally retarded are served, so far as passible, through the customary health, education and welfare faci- lities ci--lities of the community. 3. Assurance that special needs, not suitable for service through exist- ing or conventional resources, be met by specially designed services developed in appropriate ways. 4. Assurance that services are planned, coordinated and located so as to reduce to a minimum fragmentation, "shopping around", duplication, and uneconomic use of resources. 5. Strong involvement and participation of volunteers to assure a broad base of community acceptance and support. 6. Advancement of 'community 'and professional understanding of the problem. The Coordinatin Council-functions throe h a variety of ,forms: 1. Meetings, open to the public, are planned around specific themes or topics (recreation, adult services, guardianship, education, legislation, and others). 2. Follow-up to public meetings through special committees. Committee functions include: consultation with agencies, coordination of services,. exploration of facts, additional planning, further identification of problems or gaps in services, clarification of information, aid to new programs, in-service training for professionals, public education, pub- lication of findings and similar follow-up activities. 3. Close contact with several key arganizations .and services for the; re- tarded.> Among these are: the Golden CateRegional Center, the Multi- purpose Center for the Mentally Retarded, Las Trampas School, Special Education programs in the schools, the Contra Costa County Association for the Mentally Retarded, Inc. , the Contra Costa Community Workshop, . and the Mental Retardation Information Council. 4. Information and referral for agencies and individuals. 5. Development of. a library of books, pamphlets, articles, journals, re- ports,, etc. on the subject of mental retardation. 6. Publication of a directory of services for the retarded. 7. Consultation to agencies regarding new programs, 'funding, community support, etc. 8. Information about state and federal legislation.' Publication of sum- maries of pending and new. legislation'. X0 /435 1 3. Description of Unit Relationships with other Mental Health Resources. 1. Relationship with the Short-Doyle program. a. The Coordinating,„Council includes in its membership representatives of Community Mental Health Services (Short-Doyle). b>. The long range goals of the Council include an emphasis on meeting the needs of the retarded through existing services as far as possible. The Short-Doyle program is seen as a key "existing ser- vice". er-vice". c. The Coordinating, Council brings together representatives of the three day treatment centers receiving Short-Doyle support as new needs for such meetings arise. It maintains a close working re- lationship with each of the three centers. 2. Relationship with other agencies and organizations. a. Members of the Coordinating Council represent the following agencies and organizations. the county departments of Health, Social Service, Probation, Education, and 'Medical Services; several Unified School Districts; the state departments of Mental Hygiene, Social Welfare, and Rehabilitation; the Golden Gate Regional Center; the County Medi- cal Association; the CCCAMR; Catholic Charities; several Recreation and Parks Departments; Las Trampas School; the We Care Center, the Hoene Health and Counseling Agency; the Easter Seal Society; People Pledged for Community, Progress Richmond Model Cities Program; the National Council of Negro Women; the Volunteer Bureau; and the public at large b, The Coordinating Council., through its committees and staff, involves the appropriate members of the Council as well as, other representa- tives of member agencies in conducting surveys of needs, stimulating agency ;action, providing information, and publicizing, new develop- ments. In the development of new programs duplication and fragmen- tation are avoided to a large extent by 'early involvement of all con- cerned agencies. c. The Coordinating Council provides speakers and other forms of in- service training and n-service' training; and consultation to its member agencies and to other community 'groups (women r s clubs, volunteer groups, etc. ). r k d. In addition to its special relationship to Community Mental Health Services, the Coordinating Council maintains a particularly close relationship with the Contra Costa County Association for the Men- tally Retarded and the Contra Costa office of the Golden Gate Re- gional Center. Both of these agencies are located in the same office .building as the Coordinating Council in order to facilitate frequent and prompt communication among them. a. The Coordinating Council, at the request of the Secretary of the Human Relations Agency, has submitted recommendations for County representation on the Area Beard for Mental Retardation Services and has submitted a County Plan on Mental Retardation Services as required for the Implementation of AS 225. 70 /435 4. Staff Development Activities: In-Service Training Intramural: Speakers, informational meetings, subscriptions to journals, development of comprehensive library in mental retardation.
