Aum This resolution is for the County of C4En i Costa pursuant to this Board's authority under new; Article XI, Section 1, of the 'California Constitution., and for the Contra Costa County Flood >Control and Water Conservation District >pursuant to this Board's authority as ex-officio Board of Supervisors of that District under Sections 5(12) , 6 and ;9 of the Act creating that District '(Stats. 1951,, Chap. 1617 , as amended) . (See also Res. #70/350 on fire service,.:,)- Section 2. Salary Settin& by Resolution. Henceforth this Hoard will set salary rates and assign' positions to thea (and will similarly act on some ether employment conditions) by resolution, rather than by ordinance or by ;ordinance and resolu- tion as heretofore ; and this resolution is fully and Immediately ef'f'ective regardless of the present existence of conflicting or parallel ordinance provisions, most of which are being repealed or amended by Ordinance No. 7C'-43 passed today. Section 3. Co. Administrator=s R cornz endation,s Arcave'd. This > Board hereby approves and adopts the recomendati,ons of the County Administrator in his 6-3_70 report, and specifies some of them: particularly, below. Section 4. SalarZ & Pay Rates,, The basic salary schedule of regular monthly salaries ho n in Exhibit, "All attached_ hereto, and the regular hourly rates of pay in Exhibit Ii Bl . Section 5. The Auditor- Controller and Di.striet Attorney shall continue to receivtheir present salaries until adjusted by the Board <pursdant` to new Article XI, Section 1(b) of the California ' Constitution. Section 9. Longevity >.Vacation``Accruals. The rates at which vacation credits accrue, and the maximum cumulation thereof, are as follows . Service Award Day Off. Employees get the day off with pay when appearing for their service award ceremony starting with the 15-year award. Section 11. Health & Life Plan. a. The life insurance coverage is 'increased' from $1:750 to $2500. b. The County's health insurance subvention, heretofore provided for by Ordinance Code See. 2 4 t4l(j ) (3) ( (a) ) and ( (b) )' , Is now as follows. ( (a) ) The County shall, with the exception of a contribution of three dollars ($3.00) by the employee , pay the premium for the health> plan coverage of the i.ndvi.dual eligible officer or employee who occupies a permanent full time or permanent part time position, the work schedule of which calls for at least eighty per cent (80%) of the normal full time work schedule. ( (b) ) The County ,shall, with the exception of a contribution of six dollars ($'6 . 00) by the employee, pay the premium for the health plan coverage of the individual eligible officer or employee who occupies a. permanent part time position, the work schedule of which calls for at least fifty per cent (50%) but less than eighty per cent ('$0%)>. of the normal full time work: schedule. Section 12. Referrals for Further Action. aw e. The County Administrator shall.' review the mileage reimbursement policy and submit recommendations thereon to this Beard. b'. Man ement Benefits. The County Administrator shall develop plans for 'management personnel for '(1.) income maintenance ('disability insurance) and` (2) payment :for unused vacation time. c Repeal of Q Formula for Certain Craft Positions. With the repeal today of Or mance Code See. 2T-3by Ord'. 96. 70-43, the County Administrator and other management represen- tatives shall 'consult with affected' employees and/or their representatives concerning a method' of setting such salaries beginning with the 1971-»72 ' fiscal year. d'. Other Benefi.ts,. The County Administrator and/or other management representatives' shall. continue : investigation during the next ;year of developments pertaining to, prepaid dental plans and to crediting unused sick leave to retirement. RESOLUTION NO. 70/349 -2 , Section 13. Operative Date. Except as otherwise provided herein, the provisions of this resolution 'shall be 'operative (and Section 6 becomes applicable) beginning on July 1`, 1970.
